Is it necessary / compulsory for the parents (both or either) or the representative of the child/ candidate to be present at the school at the time of Draw of Lots ?

There is some confusion on the same. Since the info on draws is coming late on the internet how can one plan to be available and also many draws are happening on same day or same time then how can one be omnipresent at all places ?....
