Entry level admission for class 1st

Please Clarify the below DOE recommendation with regards to admission in entry level classes as below???/

ii. The total number of seats at the entry level classes shall not be
less than the highest number of seats in the respective L'ntry class
in the previous three academic years t,e. 2011-12, 2012-13 &
2013-14.
