Parent writes to CM to take action against schools

Eshwar Natarajan, who has been trying to get his three-year-old daughter admitted in a nursery school, has written to Chief Minister Sheila Dikshit highlighting how schools have been harassing parents.
He wrote the letter last week and posted it on admissionsnursery.com, a website for parents.
“I want to point out issues faced by parents. I saw Dikshit telling a news channel that she has no proof to take action against schools. I have given her enough proof in my letter,” said Natarajan.
“I had also filed complaints on Delhi government website Aap ki Sunwai regarding irregularities in the admission process of three schools. The complaints were registered on January 19 and 24, but no action has been taken,” he added.
The letter highlights issues related to non-compliance of Directorate of Education’s (DoE) guidelines by schools such as Vivekanand School in Anand Vihar, Arwachin Bharti School in Vivek Vihar and Sneh International School in Preet Vihar.
The DoE guidelines had said the admission forms should not cost more than Rs 25. But most schools made it mandatory for parents to buy prospectus along with the forms, making the price of forms much higher.
Other issues include the failure of the point system as preference has been given to alumni and their siblings. Donations are prevalent and there is no transparency in the admission process, said the letter.
“These issues are evident. But it is highly unlikely that Dikshit will respond to them. There are several complaints on DoE’s website but no action has been taken on any of the complaints. Parents were taken for a ride last year and this year as well. The situation will remain the same next year too,” said Sumit Vohra, founder of admissionsnursery.com.
Natarajan is hopeful that Dikshit will respond this time. “Two years ago, I wrote a letter to the chief minister over non-availability of autorickshaws. Then she called me after three weeks. I am ready to give a statement against schools that asked for donations and harassed us,” he said.

Respected Madam,
I am a father of 3 year old daughter and this year struggling to get her admitted in a good school. I have been trying to be fair in all terms and following the guidelines set by Directorate of Education, however since the seats are scarce resource the schools seems to take parents for ride. I had registered complaint through Delhi Government Portal - Aap ki Sunwai regarding irregularities in admission process of 3 schools. The complaint was registered on 19th and 24th of January and so far no action has been taken.
However, my primary complaints are:
· Irrespective of the guidelines laid down by DOE, only few schools in Delhi adhere to it as they do not have fear of de-recognition due to absence of action in past.
· DOE mandates that the forms must not be more than Rs. 25/-,however, most of the schools that I had applied sold prospectus and some infact refused to accept form without prospectus being purchased. These schools give receipt for Rs. 25 only and pocketing rest. On an average, each school must have made over Rs. 2-4 Lac just by selling prospectus.
· The point systems really do not ensure admission on neighbourhood criteria and preference is given to Alumini and/or Sibling, which I feel itself is discriminatory and accounts to screening of Child on basis of Parents status. I am saying this because School gets a fair idea of the parents profile in case of Alumini and Sibling.
· The school should not have been given free hand in setting up criteria and government should have provided them the standard. I have seen schools where there are additional points for Transferrable Jobs of parents for which parents have to produce proof, this again allows school to screen child on basis of parents employment and gives undue advantage to some parents who are really staying in Delhi for last several years but their employee has just put a transferrable clause in the employment terms.
· DOE guidelines forbids formal and informal interview of parents but school still manages to bypass it by calling parents and their child for Counseling or interaction session or verification of documents.
· DOE guidelines forbids points on basis of Parents Education and monetary status. Most of the school have complied to this and it is not included in point system however the details are sought as part of the form and leaves the school in suspect as they can screen the form itself in the first place.
· Schools are not transparent and some of them do not disclose the list of points awarded to the candidate. Ideally, they should provide breakup of points awarded to all candidates – selected or otherwise.
· Few schools demanded cash donation to ensure name in the list and few of them did a first come first basis admission.
The following schools, I would like to highlight here specifically:
· Vivekanand School, D Block, Anand Vihar – The form was not available separately and they sold the prospectus for Rs. 200 without any receipt. They did not disclose Point System, the forms had asked for details of parents education and profession. I was called for interaction session with my wife and daughter against the DOE guidelines. The released list of selected candidates – around 300-400 and in one hour announced that admission is completed and they have filled seats in First-come-first basis. If they had to do this, why it was not communicated anywhere? The school has been exposed by Media also (CNN-IBN, IBN-LIVE, Amar Ujala).
· Arwachin Bharti School, Vivek Vihar – They demanded Rs. 7200 as cash donation to ensure my daughter’s name is in first list.
· Sneh International School, Preet Vihar – Their point system included criteria for parents achievement – again discriminatory. This was arbitrarily used to assign points to some candidates and making them eligible for admission. The school also forced parents to buy prospectus for Rs. 250 and infact refused to entertain forms only on payment of Rs. 25.
As a first girl child, I could not get admission for my daughter anywhere so far – around 11 schools as most schools have preference to Alumni and Sibling. Probably, I have to let her continue in Play school and wait for alternatives. Seems like, I have to pay that cash donation to get admission for my child in Delhi.
Year after year, the same schools take parents for ride. Our honorable Education minister promises action but the subsequent year, the situation remains the same. As a citizen of Delhi, I have started feeling insecure about my child's future and infact about my future as well. Looking up to you for action.

This is true story, I applied 6 neighbourhood school, and my child have not listed in any school, we are together. I running a company , and my profile is also good, so i am not able to get the solution.

Above is a fact, the same situation I am also phasing. I have three year old son, and have not listed in any schools.

Mr Eshwar, you are just writing letter but we have already did a dharna last year about the same points you referred but NO ACTION WAS TAKEN.
I met MR LOVERLY also but NO ACTION TAKEN.
I registered around 10+ complaints on DOE website and also on APPKISUNVAI but NO ACTION TAKEN.
I can only say GOOD LUCK but result will be the same if you write letter to PM/SONIA also that is NO ACTION.

What should parents like us do?

End of the day what you need is ADMISSION.
As per my experience, GOVT does not care about MIDDLE CLASS.
You need to understand the the GREAT INDIAN DEMOCRACY.
Only two things work for GOVT ....
1) NOTE(Money), by which they fight election which a rich person can only provide them.
2)VOTE: Which they rely on POOR persons.
MIDDLE CLASS cannot provide them VOTE and NOTE so GO TO HELL for MIDDLE CLASS.
All the policies are made for POOR persons AND rich has money to get the things.
so it is the community who is running the economy of this country for which the GOVT is deaf.
Very TRUE.... I totally agree with you Pramod ji. Thank you for your insight....And so conclusion coming out to be.... GET THE ADMISSION....by hook or crook....
why don't schools follow same criteria for admission. I had applied in 16 schools in rohini and pitam pura. I live in pitampura. we were not considered in rohini schools because of distance while in pitam pura , they did not consider distance and went for draw of lots irrespective of distance. My daughter did not get admission in any school.
Parents are depressed and running out of time. As it is evident that neither the Government enforces its guidelines nor takes against complaints filed by the Parents. Almost all Schools have floated the guidelines. Therefore, everyone expect that the Govt. or Court would help them to declare the process held so far null and void and conduct afresh after plucking the loopholes....Will it happen.....requires goodwill.....
Though we are living in independent INDIA henceforth to be believed in democratic way of living bt seems these all words keep their place in books only............NO LAW AND ORDER .....alas! we are living amid a system which is rotten and we are forced to be the victims..........worst thing is we can not change it.

Ek AUTO WALEY par toh yeh action ley nahin saktey, SCHOOL pay kaa khaakh lengey.
