राज्य ब्यूरो, नई दिल्ली : नर्सरी दाखिले की प्रक्रिया जैसे-जैसे अंतिम चरण में पहुंच रही है वैसे-वैसे अभिभावकों के माथे पर चिंता की लकीरें खिंच रही हैं। अभिभावकों का कहना है कि शिक्षा निदेशालय प्रवेश प्रक्रिया पर तुरंत रोक लगाए। 1उन्होंने निदेशालय से स्थानांतरण के लिए दिए जाने वाले अंक को समाप्त करने का भी आग्रह किया कि वे 24 फरवरी को इस मामले में पटियाला हाउस कोर्ट में याचिका दायर करेंगे। उन्होंने बताया कि हम इस मामले को लेकर जंतर -मंतर पर भी प्रदर्शन कर चुके हैं। लेकिन इसका कोई समाधान निकलता नहीं दिखाई दे रहा है। उनका कहना है कि मजबूरन हमें अदालत की शरण लेनी पड़ रही है। ऐसे में स्कूलों की मनमानी के कारण नर्सरी दाखिले की प्रक्रिया और जटिल होती जा रही है।1उधर, एडमिशन नर्सरी डॉट कॉम के सुमित वोहरा का कहना है कि उनकी वेबसाइट द्वारा किए गए सर्वे को आधार बनाकर अभिभावक न्यायालय जा रहे हैं। सुमित का कहना है कि लेकिन वे केवल स्थानांतरण के लिए दिए जाने वाले अंक का विरोध कर रहे हैं। वोहरा का कहना है कि टैगोर इंटरनेशनल स्कूल, ईस्ट ऑफ कैलाश ने तो 90 फीसद अंक पाने वाली लड़कियों का ड्रा 25 फरवरी को निकालने का फैसला किया है। 1यही नहीं इस स्कूल ने जुड़वा बच्चों के लिए 90 अंक दिए हैं जोकि पूरी तरह नियम के खिलाफ है। वोहरा का कहना है कि उन्होंने इस संबंध में शिक्षा निदेशक से भी शिकायत की है।

1) The draw of lots will be held on Tuesday, 25 Feb. 2014 at 9:00a.m. in the school premises .

We are just referring to todays HC  case where survey data is being used,we are not sure  about PIL content as it will be filed after 10 am today .

Our demands:
1-Withdraw the criterion of inter-state transfer cases which is there in the recent gubernatorial guidelines (issued by Hob’ble LG, Najeeb Jung). For nursery admission there is no justification for favouring candidates whose parents are subject to job transfers. Yes, for mid-academic sessions, students may need such favours, but for nursery class admission, this is absolutely atrocious.

2-Fix the seats slabs for general category candidates those having 95 points (Sibling + Alumni), 90 (Sibling), 75 (Alumni) and 70 points (Neighbourhood). By just awarding points does not clear the air of ambiguity as to which segment should get what percentage of seats. We demand that at least 75% seats (out of 65% general candidate seats) should be reserved for candidates having 70 points; the rest can equitably be divided between Sibling and Alumni candidates.

I am and all of us are aginst transfer points, So we are agree on point no. 1 as mentioned in your demand

In Point No. 2, if you are saying that 75% seats must be reserved for 70 points :- This points seems to be useless and without having any base ie. Why 75%, tomorrow I can ask 90% and someone will thing it shall be 60%.  As there is no base line for this point.

Rest of your voice is good that to remove the tranfer points

As fixing the no. of seats for sibling and alumni will again create problems for parents who need to have there kids admitted in the same school where there older kids are studying, Othewise this is really difficult on daily routine to manage sending their kids for studying in 2 different schools.

Why DISTANCE issue ios not taken up? Transfer points are awarded every year.

If you are only giving points to Sibling and Alumni then reason this - I am from a School that is not best, but I want my kid to be in good schools and not to the one I went. If you remove transfer points then ALUMNI should also be removed and only SIBLINGS should be there.

Everything should be made a COMMON GROUND why just a TRANSFER?

Real issue is not transfer but Distance.

One point invalid at the last moment how distance comes in picture 4 days before results ,why no one agitated before 15 Jan and pls see TOI / Ht dated 23 Dec 2013 where only Mr Vohra had raised these points

2 more than 8 km radius

No one could anticipate the problems but Govt did not agree.

If we sit together there can be different view points of individual as in your case the point is related to distance.

But as on the date the fight is against the transfer point and everyones demand is to remove the transfer point.

I have personally visited many schools and have attended the lucky draw also, but due to this transfer points all seats get pre-filled and there is almost 0 vacancies for 70 points parents

 

Agreed, its the distance that has made perception that Transfer is an issue.

If everyone needs to be given right justice then why Alumni is granted 5 points too?  Noone is questioning alumni points.

I went to a school I dont want my son to go, why am i forced to get 5 points when I dont want my kid to get educated from.

All parents should be applicable to apply to good schools irrespective of being an Alumni.

If remove transfer remove Alumni too and just keep Sibling as critieria.

It is not just any transfer, but the blatant misuse of transfer. If you are from NCR and claiming transfer points just because of increasing your chances in a better school, you are misusing the system. Obviously some one who is an alumni or has a sibling naturally get preference. Alumni points will give advantage in only one school and not all schools unlike tranfer points. Rather people with unfair transfer points are even eating into chances of alumni to get their children admitted in their school. The problem is misuse of extra points for interstate transfer. These points are not serving the objective it is meant to address.

Just give importance on one criteria and that is distance, and divide the points based on distance, Just like as Somerville School did.

Dear All

 I am neither a parent nor grand parent, but sharing my views to bring some vital negligence on the part of government while framing these guidelines. The forum provides opportunities to aggrieved parents for the last 6-7 years. To my knowledge, I have seen 2-3 parents complaining like yours out of  around 1 lakh parents. I am not naming Mr. Vohra -  a Robinhood or Socrates, but the services he is rendering with the support of thousands of parents, compelled him to appear before the media on behalf of the parents. Media is approaching him to bring some facts on nursery admissions. The input is gathered by his team and the parents as well.  I don't think so. Reforming is a continuous process, so he does. 

Everyone has his own way of leading a life, like or dislike is other's attitude. If majority of the mass justifies one's actions, he should carry on with his aims and objectives. That is my perspective and I go with Mr. Vohra without having any personal benefit.

If we leave our personal issues for moment, and try to understand the logic behind the point system, there are two big points that come to mind:

- People who have traditionally lived in Delhi benefit from points like Alumni, Sibling etc.

- Therefore, people who have recently moved in to Delhi should also get some benefit. And therefore, the concept of transfer points

At the outset, this seems simple enough. However, at the closer look, we see that folks who benefit from Alumni and Sibling, get that benefit in only one (or at best a couple of schools). But the transfer cases get the benefit everywhere.

This is exactly why, the transfer points should have been given, in conjunction with something else - for example, first child points.

Lastly, I fail to understand why the moderators and other people in the forum are creating such a noise about transfer cases, but do not take into cognizance the fact that the 0-8km=70 points system is completely flawed. The location point system should have been stratified i.e. 0-1km=70 points, 1-3kms=50 points and so on. This would have given parents in proximity to schools higher weightage. And removed some of the many of the distant transfer cases.

This is exactly the system that was followed by quite a few schools last year.

If we have to make a big fuss about the transfer points, please also consider the location system. What the new criteria have done is everyone is that - people in the 8 kms radius have applied is many more schools than they would have normally. And as a results, every school has multiple 75 pointers (who are the happiest lot) and large numbers of 70 pointers (who are the unhappiest). Look at the lists of the 75 points in schools that have displayed lists - and you see the same names everywhere.
