Govt asks schools to refund fees if admission cancelled


New Delhi, Feb 11 (PTI) Parents seeking their wards'' nursery admission can heave a sigh of relief as the Government today issued a circular directing all schools in the capital to refund fees paid to them in case if parents wish to withdraw or cancel the admission.

The circular issued by the Directorate of Education (DoE), Delhi, said there have been several complaints by parents regarding non-refund of fees and other charges by unaided recognised schools in the event of cancellation of admission.

"If any fee is collected from the parents or guardians of a child, whose admission is cancelled ..., the entire free except registration fee charges shall be refunded," said the DoE order.

It also said that if the parents chose to withdraw the child from the school within one month from the date of admission, the school "shall refund the entire amount of fee or other charges within 15 days of the request made by the parents".

However, the school may retain some fees such as the registration fee, administration fee and one month''s tuition fee, according to the circular.

The notification came amid huge chaos and protests by parents who alleged that many schools have asked them to pay certain amount of "non-refundable" fees for their child''s admission into nursery this season.

Some reputed schools even mentioned on their websites that the fees parents required pay for the admission will be non-refundable.

On Wednesday, more than two hundred of disgruntled parents held a protest rally outside the office of DoE and gave a memorandum to DoE Director demanding stringent action against errant schools.

"Today''s circular by DoE is a victory for parents who have been witnessing one of the worst admission process this year," said Sumit Vohra, founder of admissionsnursery.com, an online parents forum which organised the protest rally. PTI SKP MPB

What a joke :))! What about the donation and Building Fee being charged by the schools .. with or without (in some cases) receipt? Who is going to give those back - this constitutes more than 60% of the "fees" paid

parents are suffering hugely here. schools are playing both with the money and emotions of the parents. On top of it; it seems there is cartel between govt and schools for launching such untenable policies / guidelines for schools which are nothing but gimmics of making money by schools

Sachdeva public school in rohini is asking parents to deposit non refundable Rs. 36000 cash and no acknowledgement is there. I have been highlighting this issue for long in this website. Now we want to withdraw our son's admission, we are not getting our money. Also school has told us that we need to deposit fees within a certain period, otherwise admission wil be cancelled and Rs. 36000 will not be refunded. This is complete dadagiri. Do we have any policy or resolution around this.
@Jaya: You can forget that 36,000. It was cash payment and no receipt. I had asked them about refund and they had said no repayment, if we choose to pull out our wards. School are nowadays smartly charging only one month fee along with administration fee etc and a 80-90% via "forced" donation in the name of Building Fees (without receipts in cash like in Sachdeva) or donations towards trusts. I was among the first to highlight Sachdeva even before 1st Jan .. when I was made the offer. Best of luck to you Jaya! There is no policy against this .. alas!

Applicable on Delhi as education is state subject .
