How do schools use various loopholes to blackmail parents....

As in case with VIS Kids, Dwarka, many reputed schools open up their Nursery wings which are separated from the main campus and society running the main school. That is, they are run under different society with different name (Amiown, XYZ Kids, ABC Nursery, etc.) but by same promoters. Hence, they don't fall under DOE (being Nursery Schools), and walk away without getting punished.

Secondly, they transfer kids to the main school in Class 1 or KG, hence pressure for outside admissions is almost nil.

Till the time DOE or Govt. don't fix this loophole of feeder school, they will continue to blackmail parents without any worry.

As per the news article and responses from the parents, those who have filed complaint in DOE can confirm that whether VIS Kids fall under DOE's purview?

Whether DOE can take any action against any Nursery school?

Are you mentioning the school in NCR region or Delhi? Delhi means it comes under DOE. Only because of it DOe announce the admission schedule and fix guidelines for nursery admission. Come in open or inbox to Mr.Vohra and your identity will be kept undisclosed if you need.

Ms Lathaa Manavalan ... It is the same case throughout India... And there is nothing to hide as these are flaws in the rules of Govt. as there are no laws to regulate nursery schools....

 Delhi is the first state to follow by point system and few more states likely to follow Delhi for next admission process. Bring those schools in Delhi who do back door admission. A valid proof is needed to fight against any cause. Parents should come forward like Ranjana our parent who highlighted the VIS kids issue. Delhi has regulated and no interviews and test for nursery admission as per RTE Act. Few flaws are there in nursery admission since schools are given autonomy to decide theri own criteria.Complaints against Capitation fees can also be fought if parents come forward.

Could you please letus know how many schools were punished last year for taking capitation fee and not following DOE guidelines

What was the quantum of punishment 

I agree Mr.Ravi, DOE has not taken any action. If a uniform point system is declared and if schools are not given full autonomy we can see some improvement. Moreover many parents did not come forward when media approached them.

I can assure you nothing will change this year also. The problem is more with parents than schools. It is we parents who are looking for short cuts/ back door means for our kids which is exploited by the schools by asking for capitation fee.
