Confusion prevails ahead of nursery admission season

It appears that there is no end to confusion for the parents who are bracing for the mad rush for nursery admissions beginning next month in the capital. Since the guidelines issued by the Ministry for Human Resource Development recently, there have been contradicting reports over what will be the nature of selection criteria.

While the HRD Ministry has advocated selecting students through draw of lots, schools have been insisting on retaining the exiting 100-point system devised by the Ashok Ganguly Committee three years ago.

Even Delhi Education Minister Arvinder Singh Lovely had earlier said that the points system, which was the criteria of selection last year, would stay in this session too.

However, he now says schools cannot be allowed to follow last year's criteria as it would be against the RTE (Right To Compulsory and Free Education) Act, implemented from the 2011-12 session.

This has led to the confusion among the parents -- they are not sure whether their tiny tots will be selected by the points system or they will be subjected to draw of lots, which find few takers among schools and the parents.

 

"By draw of lots the government cannot leave our child's future on luck," Harsh Jain, a parent, wrote in a post on admissionsnursery.com -- an online forum for guardians.

 

Diksha Sapra, another parent, wrote: "It's extremely confusing. I don't want it to be draw of lots, every kid is special and lucky, why do we want to drag them into this race of lottery."

 

"Like schools, parents also want the points system to stay, as they find draw of lots is not educationally sound," said Sumit Vohra, who runs the popular parents' forum.

"If ministers are allocated their portfolios by draw of lots, would they accept it? I'm sure they won't. So, why parents are being asked to accept it?" he asked.

 

S K Bhattacharya, President of Action Committee of Unaided Recognised Private Schools, said he finds no logic behind it.

"If a child is not selected through this system, then from day one we are giving the message that the child has bad luck. The whole concept of draw of lots system is flawed," he told PTI.

 

A team led by Bhattacharya has also given a memorandum to Delhi Chief Minister Sheila Dikshit, suggesting that the points system, which has been going on smoothly since 2007, be retained.

Their other proposals included compensating the unaided schools for providing free education to poor children and maintaining the staff and management quota for admission

I agree to the Mr. Bhattacharya, seeing admission for kids and getting a flat alloted through DDA are 2 different aspect. If a kid is not lucky enough to get through the draw, will he/she be denied to education?

I think the government is playing its usual game. It start point system but people are not in mood to accept it, so they play the new card, Lottery. Worse system than point system so people's "don't" phrase divert to that system and they accept point system.

As my view point system is better approach, but points should consider all aspacts (and not only 10-15 steps) and requirement so that all parents get chance. For that there should an analyser and reseach team be alloted and they through a forum like www.admissionsnursery.com and manual counciling of parents understand thier lackness in getting admission and then finalise the point which must be applicable to all schools.

Infact the older system was much better that current system, the only problem of that system was timings of school registration and intraction and this is now cleared by bounding school in period of one month.

Also as per the list in delhiplanning.nic.in there are more than 2500 government primary schools in Delhi that means people who are under EWS category have more option than general quota. The only reason is government schools are not having facilities and quality way of education that general people looking for and so only needy people apply in that, Can govt. explain why they are not looking from general side.

Piyush you are absolutely right. If one has to make a choice between bad and worst, one will surely pick the bad. Point system was like a bone in parents throats, so the government suggested draw system which is like acid. So insted of water that would have helped to swallow bone they gave acid which will worsen the problem. Parents we are in the middle of nowhere.
As regard the draw of lots for school admission is concerned it is totally illogical. RTE is welcome provided government has created necessary infrastructure so that similar education facilities / standard is made available in all parts of city and country. There should be some system where all citizens pay on regular basis as contribution to maintain the education sysytem and schools are run from that earnings of the government. In such case children of all citizens of counrty rich or poor would be treated same. Can our government do somethin of this type. Would like to add to the allocation of ministry by draw of lots, Do the political parties give tickets during election by darw of lots ?why not? Why do they treat there party members different? Does the education minister has any reply for this?

If I have to bear the burden of the EWS category, am I not paying double taxation ? I have already paid my taxes for the govt to use judicially, including social benefit, which they need to ensure is utilised and channalised properly.

Both the point and lottery systems are bogus. They are just a means of trying to get more votes from the larger masses at the cost of others. I am really glad that we are not letting it go this time. Thank you Sumit and Sakshi and your entire team.
If this doesnt work, lets go to court. I am sure all parents will be okay with chipping in money for the spend.

The govt needs to
a) Build more schhols
b) Upgrade Infrastructure in the exisisting schools

They have implemented the RTE act without considering the demand and supply situation. Why should we bear the brunt of their inefficiencies ? The importance they have given to this matter is very apparent from the fact that half way into December they are still debating the right methodology.

Mr. Lovely needs to stop hiding behind the RTE Act. We have every right to question the Act when its been blindfoldedly set into motion without an adequate implementation plan.

why these issues raised only in india, if you see all other countries there is no issue like admission.
If our government provides the best infrastructure, level of education, good teachers & other required facilities related to schools as good as any other public school are in the Govt. Schools only and the numbers of schools should be more then i feel more than half of the problem would be solved as we have seen in abroad.
Main problem is schools & kids ratio, schools are very less and applicants are so many.

Government has its duty to provide the proper education to each and every child, why ministry does not come to a conclusion which can be satisfactory to everyone. Draw of lots is just to run away from their responsibilities and most easy & convenient way if not finding any solution.

Now India is ahead in all other sphere, accepted worldwide then why are we behind in opening good Govt. schools. If we can spend lots of money in CWG (just one example) then why not on education, the basic
requirement of any country.

i feel there should be a representative from parent community present at the time of making guidelines, who can represent parents view & speak on behalf of parents as Mr. Vohra is already doing. we all should be thankful to Mr. vohra by providing us this platform.

it's commendable that Sumit sir is showing us the light an the darkness of anxiety over the exact guidelines of new admission season.
DOE is dilly-dallying the matter and has yet not come out with the correct measures.Surely parents body is being heard via media through strong forums like Admissionsnursery.com..but on the other hand their is an intense lobbying going on from public schools' side.
Sumit sir has given the right analogy of ministerial birth allocation on lottery system akin to Govt.'s proposal of the same process in this year's nursery admissions.
Schools have a point when they insist on applying Ganguly committee's recommendations of 100 points system this year too but Govt. is confused then how to follow RTE Act's instructions.
Overall this situation is becoming chaotic day by day and at the receiving end as usual are hapless parents and their tiny tots.
But i have a slight ray of hope that this calculated delay from Govt. side may be due to as they will be weighing all the factors in pro and cons and come out with a formula acceptable to all stakeholders (this is a very genuine hope and i pray God for this).
Even at time of 2004-05 Hon'ble High Court of Delhi tried to clear this mess by constituting expert Ganguly committee. May be this time too if the matter goes so far, Govt. will have to act under some solutions directed by our last resort.
All parents will surely be agree that Lottery or Draw of Lots is not an acceptable solution for getting their ward admitted to the preferred schools.
All we want a pragmatic, pertinent, rational & feasible criteria by which one knows that if one's child can get admission in a particular school or not.This criteria must be inclusive in nature, must come out of the thought process based on realistic parameters in a collaborative manner from all the stakeholders-parents, schools and regulators.
I think all parents have aspirations to admit their child a good, affordable, reputed neighborhood school provided such schools does exist nearby. If it doesn't then the mad anxious rush of running for far off schools happen. Who is responsible for this-the Government surely. If it can map all Delhi areas ward wise (take MCD/ NDMC wards in criteria) that how many schools good, average or otherwise lie in that area.Based on the mapping if it takes concrete steps to enhance quality of education & infrastructure of existing average schools and establish new schools in that area whether on its own or by means of public-private participation----then we can surely see sizable chunk of good schools in every nook ad corner of Delhi. Similar model can be applied across the country.
This must be the most important agenda of all Governments of any party whether at centre or in any state.Because we are talking about one of the fundamental right and that is the Right to Education--the affordable quality elementary education-and that is RTE all about.
Due the existing mismatch in demand and supply a small chunk of reputed public schools are fleecing we parents. This will not happen in future if we have good schools all across our vicinity.
Currently for solution of this year's admissions i think existing 100 points system alongwith some concrete new parameters can be a readymade solution to come out of this jigsaw.
But the schools must come out clear with their true intent in a transparent way and not insist on keeping or increasing management quota as that is very dubious in nature.If these public schools help for ECW class quota as mandated by RTE act the they must be reimbursed fully for doing so by the Government.
For formulating and implementing the 100 points criteria the schools MUST INVOLVE PARENTS COMMUNITY IN THE WORKING COMMITTEE.
I think the moderators and the enlightened parents community of this Forum can assist the schools and authority in tandem in this way.
Let us all think for holistic betterment of our Future torch bearers of this beloved nation.
