Confusion prevails ahead of nursery admission season

It appears that there is no end to confusion for the parents who are bracing for the mad rush for nursery admissions beginning next month in the capital. Since the guidelines issued by the Ministry for Human Resource Development recently, there have been contradicting reports over what will be the nature of selection criteria.

While the HRD Ministry has advocated selecting students through draw of lots, schools have been insisting on retaining the exiting 100-point system devised by the Ashok Ganguly Committee three years ago.

Even Delhi Education Minister Arvinder Singh Lovely had earlier said that the points system, which was the criteria of selection last year, would stay in this session too.

However, he now says schools cannot be allowed to follow last year's criteria as it would be against the RTE (Right To Compulsory and Free Education) Act, implemented from the 2011-12 session.

This has led to the confusion among the parents -- they are not sure whether their tiny tots will be selected by the points system or they will be subjected to draw of lots, which find few takers among schools and the parents.

 

"By draw of lots the government cannot leave our child's future on luck," Harsh Jain, a parent, wrote in a post on admissionsnursery.com -- an online forum for guardians.

 

Diksha Sapra, another parent, wrote: "It's extremely confusing. I don't want it to be draw of lots, every kid is special and lucky, why do we want to drag them into this race of lottery."

 

"Like schools, parents also want the points system to stay, as they find draw of lots is not educationally sound," said Sumit Vohra, who runs the popular parents' forum.

"If ministers are allocated their portfolios by draw of lots, would they accept it? I'm sure they won't. So, why parents are being asked to accept it?" he asked.

 

S K Bhattacharya, President of Action Committee of Unaided Recognised Private Schools, said he finds no logic behind it.

"If a child is not selected through this system, then from day one we are giving the message that the child has bad luck. The whole concept of draw of lots system is flawed," he told PTI.

 

A team led by Bhattacharya has also given a memorandum to Delhi Chief Minister Sheila Dikshit, suggesting that the points system, which has been going on smoothly since 2007, be retained.

Their other proposals included compensating the unaided schools for providing free education to poor children and maintaining the staff and management quota for admission

hema,forget all parents to chip in money to fund any litigation cost iccured.
u will get uninterrupted flow of money from me for all such costs,just go and file the suit.
(but dont hire lawyers who extort money,look for lawyers who charge money)

minister's portfolio's depend on how much they bribe to decision makers i guess,anyhow given an option like lucky draw for minister's getting portfolio's,they will accept it.because before making such a lucky draw option practical,our government will make it sure that all portfolio's give equal oppurtunities to minister's concerned to make money,making every portfolio,equally profitable for a minister holding it.
there will be a seprate draw of lots for higher profitability portfolios alloted only to those ministers who r nominated by political parties supporting ruling government to provide them supporting numbers of parliament members to hold on majority to remain in power.
take the case of A Raja,his political party only had one minister in ruling government,so he was given a seat which churned out huge money,today in the court of law he may be made scapegoat,but my idea is that he was only working as the face of his political bosses,and if he really made illegal money selling 2 G spectrum,all or most of this money wud actually have gone to his political party.
anyhow,political leaders are flexible,they will accept any such option because our governence system is dominated by political leaders,no matter we have a lot of different political parties today,which have different agenda or policies to fool/lure voters,but basically mostly all political leaders are same breed of humans,so whenever we see a change like a lucky draw for portfolios,rules and system will be adjusted to suit such a new system to every portfolio holder.
lets dont waste our energy on politics and its leaders,we shud all understand in general that our political leaders prove to be most flexible when it comes to getting a portfolio,they will accept an option of allotment of portfolio based on their height,marital status,number of extra marital affairs they have,number of criminal cases registered against them,number of kids they have........i mean u imagine anything nasty,and they will adjust when it comes to getting into power.
u see two leaders of different parties barking at each other,then comes the election and they form a joint front.
our political leaders have a soul of girgit(color changing lizard) in the body of a human.
Very valid point Sumit...it's every parent's fundamental right to have good education for their kid. If the govt. can make sure that all schools will be of same standards, then only this lottery system will be acceptable for parents. When there is a huge difference regarding the standards of the school, then draw of lots is unacceptable. We have seen so many incidents where ministers are unhappy for not getting their required portfolio, bcoz all these are not of same importance. Same is with the schools, every parents have different schools in mind depending on various reasons. So they have every right to choose between schools not let the child's future to decide their schools.
