Schools manipulate points under transfer category

Some reputed schools in Delhi are flouting nursery admission norms by giving points under the sibling category to even those candidates who have applied under the transfer category.

The transfer clause in the Ganguly Committee Report on pre primary education states: “An employee would be treated as transferred only if he or she has been transferred by the competent authority from one place or urban agglomeration to another place or urban agglomeration a year earlier and minimum period of stay at the transferred place is six months.”

However schools such as BGS International in Dwarka, The Indian School in Tito Marg

For instance, The Indian School in Tito Marg has given 30 points under sibling and 30 points under transfer category to the same candidate.

“Candidates are marked under transfer category and awarded 30 points. When I asked the school authorities if it was a technical error they did not respond,” said Gopal, an IT consultant living in Malviya Nagar who applied in 20 schools but could not get a single seat.

Parents add that there should be uniformity among schools.

“Schools are manipulating rules as per their convenience. Since last two years the Directorate of Education has not taken action against a single erring school and is letting them openly flout rules. This is not justified,” said Ankur Raheja, a Delhi-based advocate. Ashok Ganguly, former Central Board of Secondary Education chairman, who was instrumental in devising the point system on pre primary and preschool education in Delhi said the main purpose of including transfer points was to ensure that people in transferable jobs are able to get their children admitted with ease.

“However, schools are not being fair as they are not transparent. It is imperative for schools to ensure that the admission procedure is transparent.

Till the government does not provide with a good alternative pre primary system the gap between demand and supply will remain. “If schools are giving points under specific categories such as transfer they are liable to put up an explanation for doing so on their notice boards,” he added.



Sumit Vohra, who runs a portal, www.admissionsnursery.com, for parents, echoed similar thoughts.

“Some schools have changed the entire meaning of the transferable points. Only few established schools are following these rules by not giving more than 10 points under the transfer tag.

“A similar trend was followed last year. How has this not been brought to notice of higher authorities?” he said.

Indian school has on the face of it cheated the parents in general category by giving 30 points benefit to transfer cases & over & above that it has given benefit of those points to all parents who are in "transferable jobs" as against those who have been transferred in last one year.

 

This criteria has treated those in private jobs at a higher pedastal that those like me (self employed professional-lawyer practising at Delhi High Court) or businessmen which is clearly voilative of our right to equality & equal treatment.

 

The complete admission process of Indian School giving benefit to a category of parents by wrongfully interpreting the meaning of "transfer cases"  is illegal & unlawful & is liable to be scrapped.

 

Also nowhere in the form they clarified as to who are entitled to benefit of transfer cases & such wrong interpretation is disclosed by them only when oral enquiries of eligibility thereunder were made after they brought out lists with huge number of parents having been granted the benefit of transfer cases.      

Such wrongful interpretation by Indian School even otherwise has no justification as prefrence is being offered to those who are lilkely to be transferred out of Delhi in near future & will most likely withdraw their child from the school in 1-2 years as against those who are likely to spend all 14 years in the school itself. The only reason behind such a interpretaion is to avail benefit of giving such seats falling vacant at their own discretion each year.

I have come to know the cases, in which a person who has got the points for transfer cases on the basis of a transfer in a private job within Delhi, for example from south delhi to west delhi.

I think VV DAV should have misused the transfer points since it has given 20 points to transfer cases and 10 points to siblings.

Schools should give a clear definition for each selection criteria in its application form itself before hand and it the transfer case applies to only Govt. employees or also Private sectors. 

Ganguly committee report clearly indicates that transfer points was introduced to accommodate the kids of parents transfered to Delhi in case of Delhi Admission process. In what base dpes the school consider and give points for transfer points just depending upon if the job is transferable one.

To make the admission process more transparent DOE Delhi should set up a uniform point system with definition towards each category adopted by schools.
