Hello Lathaaji

One question, only government jobs people are eligible for interstate points or private sector people can also apply under this.
Also the transfer orders should be how old.

Private sector too eligible.

'International Transfer' shall be considered under 'Interstate Transfer' category. The scores for 'Interstate Transfer' are not limited to Government Sector alone, however, school shall ensure that transparent and proper modalities for considering transfers in Private Sector be worked out at -their own level. Interstate Transfers from 1st January, 2013 to 31st December, 2013 will only be considered under this category.

I think a person who has multiple offices in various states and the employment has the condition to transfer is eligible for inter state transfer points whether he has been recently transferred in delhi or not ...

Right but you should be transferred in last year period 1st Jan to 31st Dec.
