Alleging “corrupt practices in nursery admissions in the name of discretionary management quota in order to gratify officers and politicians”, a group of lawyers has written to the Delhi government, asking for directions “to register FIRs against the management and officebearer of the action committee of unaided recognised private schools”.

“…The chairperson of the committee had written a letter, asking that schools be allowed to have a management quota to gratify influential officers, politicians and social workers. The letter also said that as there was no quota during the 2013-14 session, some of the persons became vengeful… The Prevention of Corruption Act, 1988, does not limit gratification to just the monetary kind; this kind of favour for admission is also included in gratification as defined under Section 7 of the Act. It is also very important to mention that during 2007-08 to 2013-14 there was management quota and schools were gratifying influential people,” reads the letter written by Khagesh Jha, from the Social Jurist collective, to the chief secretary and chief vigilance officer.

Stating that it was “extremely embarrassing” for schools to refuse admission to children of officers, politicians and social workers, unaided private schools in the city have written to the government asking it to have a “pragmatic approach” to the issue of management quota during nursery admissions this year.

The letter also requested that schools be allowed to have “20-25 per cent seats as discretionary management quota”.

“No reason has been cited for the abolition of management quota. It has caused a lot of inconvenience to schools. As officers, politicians and social workers generally recommend admissions in schools, it becomes extremely embarrassing when they are refused admission. Sometimes, it causes unpleasant situations as recommending officers take the refusal to heart and become vengeful,” reads the letter written by S K Bhattacharya, president of the committee, to the Delhi government.
