In the case of equality of law, there should be no discrimination on the basis of distance also. If I think I can arrange for a comfortable commute for my child, why can I not apply to schools that are more than 8 kms away. After all it is a matter of next 14 years of my child's life. Scrap Neighbourhood points and let everybody be truly equal in the eye of the law.
