Subject- More Than 50 Schools flouting RTE/Nursery Admission Guidelines

Respected Sir

This is the first time i am writing letter to Dir (DOE) after seeing the steps taken by you against the Erring Schools in last 10 -15 days. I am so positive and optimistic after seeing your approach which make me feel if you look after this position for next 2-3 years the MISSION NURSERY ADMISSION would just be a simple school admission process for parents.

Sir..I am giving you list of around 50 prominent schools recognized under DOE which are openly flouting RTE and DOE guidelines and for reference i am attaching excel sheet also in this mail only (also your staff can check on respective website or forms)

My questions for which i need confirmation from your side ( i don't mean you need to ans me but are schools right in doing so )

1 Does DELHI EDUCATION ACT Says that Min entry level age for Nursery is 3yrs 6month and no DOE circular cannot supersede it .

( Statement given by Mt Carmel Principal Mr V K Williams In Hindustan Times on Monday as they are taking min 3yrs 6month entry level in Nursery) Link given below

http://www.hindustantimes.com/India-news/NewDelhi/Mt-Carmel-s-move-...

2 When DOE has fixed Min age criteria of 3yrs with no upper age cut off . Do schools have power to fix upper cut off ....can schools give more points to children on the basis of age

Schools like Ahlcon Public School (Mayur Vihar),Srijan (Model Town), Shriram (Vasant Vihar)

3 Do we have any law which states that you need to own the house, for getting admission in a school and leave the school if your house does not fall in the bus route - Pleases see undertaking being taken by parents attached from MOTHER'S INTERNATIONAL SCHOOL (AUROBINDO MARG) ?

form%20of%20mothers%20with%20house%20ownership%20clause-2%281%29.doc_

4 Yes i agree Documentation is a problem for address proof and if we fix some standard documents to be acceptable by all the schools in delhi and ( Keeping in mind tenants /transfer cases) Also give power to schools to take punitive action in case the document are are found false

An update on Mothers International Aurobindo Marg: Though the print out of the form one has to fill up online mentions ownership of the accommodation, we discovered that a valid proof (ex. passport) of the residential address does suffice. Ownership is not necessary.

Aditi, Please see the undertaking you have to give  ,else you can give Ration Card / Passport / Voter ID / Property Tax / Latest Electricity Bill/ UID for address proof and you have to leave the school also if you shift from the area where school bus does not ply.

see it below point no 3 ( click at the link)

Thanks, Sakshi. I have seen the undertaking and clarified the matter with MOthers' officials too. As I had a passport from my present address (rented accommodation), they accepted it and confirmed that ownership was not necessary. Yes, they do expect you stay not far away from the school.

Aditi, because they have been caught on wrong foot by media, PLEASE WAIT TILL TOMORROW. THEN WHY THIS UNDERTAKING.

@ Aditi

Can you tell us what undertaking you gave?

If you are shifted to Pitampura where your kid will go?

Sakshi Mam you are right then why this undertaking - for indirect ownership screening.

Undertaking

We,      /     , resident(s) of House No:

Street:, Colony/Locality: Pin Code: do hereby solemnly

state and undertake:

1. We are the mother / father of, Registration No:   /13/ who is seeking

admission to in The Mother's International School.

2. We state that we are in occupation of House No:        Street:

Colony/Locality: Pin Code:      , as the owner (proof of ownership enclosed) and / or my spouse is owner of the same .

3. We state that we are aware that the admission to the school is restricted to the areas specified in the

bus routes. We along with our family members including our ward namely

are residing at the aforementioned address which falls in the designated area specified in the laid down bus routes of the school.

4. We understand that admission to our child, if granted, would be based on the information given in the registration form including the address. If any part of the information is found to be incorrect then the school shall be at liberty to cancel the admission at any time.

5. We undertake that we will abide by the condition that we will continue to maintain our residence within the stated area of the school as long as our child studies in this school.

6. We undertake that in the event of our shifting residence beyond the area specified in the Bus

Routes, we will withdraw our ward from the School.

Verification:

Verified that the contents of paras 1 to 4 of the above undertaking are true and correct to the best

of our knowledge. No part of this is false and nothing has been concealed there from. Verified at New Delhi on this ________ day of_________ .

Sakshi - yes, that might be the case. I replied to thread basically because the undertaking did have is in a fix, and we kept the form simply aside for some days. However, when we walked into the school thinking 'come what may', the form simply got accepted with the clarification I mentioned.
So if any other parents are in a similar fix, i only wanted to tell them that they should go ahead and submit the form. At this point, one school being ticked off can be a great respite for parents.
Lathaji- yes, it was the same undertaking that we filled, but we did specify that ours was a leased accommodation and that was accepted. I am with you in the question you raise. It is a difficult commitment to make, and some might see it as uncalled for. I personally do not want my child to go to a school it takes an hour to reach, given the location of Mothers, if private cars were to queue up to bring children to school and take them back, it wool mean a major traffic issue on the Aurobindo Marg. Seemingly unjust, i can see some sense in thus regulation, especially given what children have to go through when they spend hours on the road in their school buses.
I very much appreciate Mr. Vohra's efforts. Which parent in Delhi doesn't! He and all of you in the team are truly doing a commendable job - this kind of dedication is extremely hard to come by in these times. Respect :-)

Aditi

Thanks Aditi :)

@ Aditi

In your case it clicked. Well and good. But as a whole we have to consider the basic selective system of the school's admission criteria. Mr.Vohra is raising issues in behalf of the whole parent community. Thanks for your confidence kept on AN.com. All the Best!

Thanks to Mr.Vohra for working selflessly for our parent community. Well charted out all erring schools and expecting most optimistic results from DOE.

Any guidelines for admissions should be consistent with the spirit of the RTE Act specifically with section 13(1) read with section 2(o) of the Act.

The objectives of the provisions of section 13(1) read with section 2(o) is to ensure that schools adopt an admission procedure which is non-discriminatory, rational and transparent.

But here schools have designed admission criteria which is irrational, unjust and discriminatory one.

@ Rohan

Will you pay the running cost, salaries of staff, cost of hosting website ? If we keep a paid membership system will you accept? There are more than 1500 schools in Delhi and only parents can contribute information from all these schools. We can provide information from the schools which displayed admission criteria in websites and for example we arrange forms of many schools which is not online to update our  excel sheet.

Each and every school info is impossible since many don't even have a website and you too can file a complaint of any school you wish to DOE.

Moreover Lovely public Admission criteria
