My understanding is, It shall be like how it takes place in DU. A lower cutoff will be made depending on applications received and all who have scored above that mark will get admission.
For ex. If a school has say 100 seats fr General, and they receive 2000 applications out of which 80 applications for 75 and above points, all 80 will be offered admission. And out of 2000 applicants, 1500 ve scored 70 points then draw of lots for the remaining 20 seats would happen amongst these 1500 applications.

So the order of admissions would be like this:
1. Distance, sibling, alumni-95
2. Distance, sibling - 90
3. Distance, alumni/interstate - 75
4. Distance - 70
5. Sibling, alumni/interstate - 25
6. Sibling - 20
7. NOTA - 0
