Maximum age Limit For Pre-Nursery Admission

As per the guidelines given by Directorate of Education and the High Court last year. The Schools cannot put the maximum age limit for the pre-nursery admission. But almost all the schools of central Delhi are doing so.

Are these schools above the law and the Delhi Government. What will the government do against this?
