Mothers Intl Discrepancy

In Mothers International, what I can understand is that they have listed 78 seats for general category, and as per their draw of 75 points, confirmed 28 seats, and another waiting list, what about the balance 50 seats (gen cat)?? Any comments ??

the other 50 seats must have been filled up by wards securing > 75 points - this is the same case with many other schools..

I think the balnce 50 seats has been filled by the candidates who have 90 points (Sibling).
