New nursery guidelines progressive, will keep schools on toes: Sisodia~Indian Express | 1 Jan

Education Minister Manish Sisodia has welcomed the new nursery guidelines, saying it will help make the current education system transparent. Calling them "forward-looking and progressive", the minister said the new guidelines will go a long way in "putting necessary pressure on private schools to keep the admission procedure clean and transparent".

"The new guidelines are quite progressive and forward-looking. We view it as a step in the right direction, one that will put pressure on schools to keep their admission process clean. However, a lot more needs to be done and we are committed to doing that," Sisodia said.

He especially hailed the scrapping of management quota, saying that the move would help end the culture of donation prevalent in city's private schools. On his plans of making nursery admissions transparent, he said his agenda was to make the process "parent-friendly".

"We will ask private schools to make a chart and post it online on their websites. We will ask them to identify the radius of their geographical area of six to eight kilometres accurately, put the fee details and the number of students in every class clearly on the websites so that parents should be able to compare," he had said, in an earlier interaction with Newsline.

The decision on nursery admission criteria was taken by

Lt-Governor Najeeb Jung at the insistence of the High Court. The decision has not found favour with private schools, which are now thinking of challenging the L-G's order in the High Court.

But before approaching the court, school authorities are now planning to approach Sisodia and Kejriwal to "present their side of the story" in the next couple of days.

"The government has only heard one side of the story so far. We would like to go and meet both the education minister and the new CM to apprise them about the interests of private schools. We would like to inform them about the demerits of the guidelines, and how it harms private schools' interests," S K Bhattacharya, chairman, action committee of Private Unaided Recognised Schools, said.

Activists: Make lottery system transparent

Seeking more stringency in the lottery procedure during nursery admissions by city schools, education activists have written a letter to Delhi Chief Minister, Delhi Education Minister, Education Secretary and DCPCR.
According to Sumit Vohra, who also runs the portal admissionsnursery.com, all schools should follow the transparent system or give fair chance to every student as the lottery method followed by schools to select students for nursery admission has not gone well with parents. "They should give proper information to parents about each and every step of admission. As this year, most of the admissions will be done through draw of lots, DoE should ensure that the chits are handwritten by parents and the lottery is done by parents," said Vohra.
Mentioning about a parent who had applied to Bal Bharti Public School, he said, "The school conducted a lottery for nursery applicants, but the parent was not even informed about it. This is so ambiguous."
"The lottery admission process should be transparent and equal opportunity should be given to all applicants," added a resident of Dwarka who is seeking admission for his ward.
Parents also slammed the involvement of Parent-Teacher Association (PTA) in the draw of lots. They said, "PTA body can monitor the functioning of the school, work for School Development Plan and ensure teacher accountability but instead it's really shocking that draw is done by the PTA body.
PTA is set up to make the system transparent and in no way the school can allow it to draw lots to select candidates without parents' presence. Parents should oppose this act. It is totally an unfair system adopted by the school," said Lathaa Manavalan, a parent.
"In many schools like Laxman Public School and many others, it is being done without the presence of parents for many years and and they justify it saying that they have done this in front of PTA which is unfair," added Vohra.
However, parents also argued that it is not possible to be present in every school when the draw is conducted. "We have applied in eight to ten schools and there might be the possibility of clashes in terms of hour and time the lottery is conducted but schools should inform us about this," said a parent.
 The letter has suggested some points to be adopted during the lottery process like appointing observers while conducting lottery for General Category.
 "Monitoring committee should be set up as we have already started getting complaints from parents that some schools are asking for Rs 25,000 donation to reserve the seats and videography of lottery should be made mandatory," added Vohra.

Just want 2 say cant they change the system of distance bcoz dere is no good school within 6 km so how could my child study in a good school as this condition will not give the chance to my child 2 be selected
We need to even stop corruption that almost all schools practice
In the name of building fund they charge lac of money and for which they don't even give recipt
hi jst wanna confirm that when are forms being distributed it has been started or it will start frm 15jan.....as bal bharti pitmpura is saying that forms wil start distributing frm 15 jan.....is it true????
