Due to disappointment I have to start this new point of discussion. why not we let good schools sell their 10 percent seats as a token of apreciation for managing their schools better than others. At least others get remaining. Free land was given to 100 schools in my area but every one wants to get admission in 10 top schools and more than 50 percent schools are waiting for children to join their school. Why not reward these top good schools for paying 100 percent salaries to their teachers and nice management.Rathers other small schools dont ask for donations but make money by keeping under salaried staff.why should management work without money or fame.

Actually real culprits r those small schools who never paid full salaries to their teachers as per norms to extract money from trusts.They never tried to increase the level of education and development.
They never worked for betterment and we have shortage of good schools.This is the root problem which created a gap jn demand and supply.

If we dont let good school have any management quota may be bal bharati pitam pura reduces staff salary and withdraw extra curriculars like horse riding
Swimming tennis court .This will bring down level of schools in long term.as no one can push them to be a good school.No doe no court no parent. They r best as they managed it well.

Can any body perform better than others without apreciation fame or money.Time to think practical.

"No to management quota" . School should be brought under the ambit of accounting transparency as they are institutions who should thrive for excellence. Its unfortunate that Education is looked as a thriving business and not a means to build our country. Its sad. Hike the fee but no management quota which can be bought by the rich.

Suneet Sethi, please remember there is a fee regulatory committee. No school can charge more than specified fee which is unfair for schools having everything of a Class standard. Therefore, I am of the view fee hike will be objected by the parents and parents will quote examples of many schools charging less or more without keeping in mind the valuable infrastructure. If same fee structure is followed then, smart learning will be at disadvantage. I too agree with 5% management quota. Plz clarify how can you determine that transparency has been maintained in general category and how MQ seats if allowed will affect transparency?

I apreciate this lawfull and to the point answer but again the question arises if it is practical today. Because Schools can not increase fees due to control of doe.

1 Were these societies started and r running with same spirit as said and can doe controll them to keep their quality at higher levels.

2 Will this new order effect the quality of top schools. Will this force the small schools to pay 100 percent salary as per norms to teachers. And come forward to fill the gap.

3 Will it encourage big schools to cut down the expenses in extra curriculars and do under cutting and manipulations in wages resulting in compromising the quality like small schools.

4 Can we force any school to manage well without selfish interest.before they did this well for donations to come.Now they can not even allow their owns to get admission. So will they do the same great job selflessly.

5 Could new guidlines really helped parent or created a bigger kiosk.

6 Is it a practical solution untill we have plenty of good schools.Is demand and supply the biggest problem.?

We should not forget the fact they did a great job so every one is after them.and i wish nothing should compromise the quality that every parent wants. The govt who promised to make govt schools better than private has resigned.so who will do this great job to build the country.
Best thing would be to make 3 fees slabs:
1. Ews - 25% No fees
2. Staff- 5% No fees
2. General - 60% Normal Fees Govt. Decides
3. Management- 10% High fees School decides

This way schools will get fees to upkeep good infrastructure and those who wish to put their wards in any particular school would do so by paying a higher slab.

So, the money would be spent on the school and won't go in the pocket of the principals.

Maharam Tanwar suggests 5 % management quota remaining seats with Transparent draw .

Transparent draw can be conducted by DOE under the supervission of a magistrate with one common online form with option to choose one by one priority for 20 schools.

a fee of 500 Rs may be collected including all.

Management quota may have more fee than usual.

DOE must focus on increasing the supply nof quality schools in place of cutting the management quota.

 

Tarun, I do not vote for compromising quality of education. In addition to my 5% MQ favour, I suggest max. amount for a paid seat must be controlled by the government and not by the school. The problem is actually arising out of lack and uneven distribution of good quality schools across Delhi.

1. MQ should be there between 5-10% and higher fee can be charged for these seats.

2. Registration fee should also be increased from Rs. 25.

3. If Govt. can't improve the quality of its schools, they should start to give some aid to private schools or at least for EWS expenditures.  

The DOE/Govt. should first try to bridge the demand and supply gap, as the gap is too huge.

For this First of all, they need to improve the quality of education in Govt. school to a very large level. They need to change the medium of education from Hindi to English. "It dosen't mean English is superior but its the mindset of majority of Indians". If an EWS child can study in good school and that too an English medium, then why can't the Govt. apply the education medium as English in most/all of its schools. We should not forget that these EWS children belong to the same community and why to differentiate amongst them by offering English to one and Hindi to another. Just because a poor child has not been selected in a private school due to whatever reason , does that make him/her less capable of studying in English??? 

The Govt. instead of giving away vacant public land to these private societies should consider or invite the existing or new organisations/societies/schools to adopt the lagging but primly located SARKAARI schools.

There has been alot said about unequal distribution of private schools across Delhi BUT we forget that there is a Govt. school just next to our house/locality which we never consider as it is not upto the standard which we want for our children. 

Therefore the standard of SARKAARI schools has to be brought at par with the private schools (its difficult BUT NOT impossible). There has to be a total revamp, but that is the need of the hour. Otherwise the NURSERY ADMISSIONS will remain a daunting task for our future generations, infact it will become more and more difficult with each passing year.

well said tarun i was also thinking of one centralized form and only one category-no reservations. reservations only lead to reduce the quality of a school or an institution. like ppl get fake sc/st for college and jobs, now they are getting fake ews and transfer for schools. so there should be no point system at all other than the neighbourhood eligibility. and when there will be no quota then girls will also automatically get equal chances of their names coming in the draw. only 5 % management quota should be there for those super rich who can shell out the money which will be used in the betterment of school.

@Rukman Katyal, I commented many times like yours on the forum and to my astonishment, I got criticized from fellow govt. teacher parents for which u said. I asked those parents, then why r u not admitting ur own child to ur school, replied culture is not good, drunken teachers/uncivilized parents/students will spoil our child also. On the other hand, their advocacy was for good results for their subjects better then private schools. I wonder.
