लॉटरी की नई गाइडलाइंस आज
ट्रांसफर के फर्जी मामले आने के बाद निदेशालय जारी करेगा नया शेड्यूल
•नई दिल्ली। हाईकोर्ट के आदेश के बाद अब नर्सरी दाखिले के लिए लॉटरी को लेकर शिक्षा निदेशालय बृहस्पतिवार को फिर से शेड्यूल और गाइडलाइंस जारी करेगा। संभव है कि पूरी लॉटरी प्रक्रिया दुबारा होगी। पहले तय शेड्यूल के मुताबिक, 28 फरवरी को स्कूलों को दाखिला पाए बच्चों के नामों की पहली सूची जारी करनी थी। शिक्षा निदेशक पद्मिनी सिंघला ने बताया कि हाईकोर्ट के रुख को देखते हुए लॉटरी को लेकर नई गाइडलाइंस जारी की जाएंगी। हालांकि, उन्होंने यह नहीं बताया कि ट्रांसफर के पांच अंकों का क्या किया जाएगा। दाखिले 100 अंकों के फार्मूले के आधार पर ही होंगे या फिर 95 अंकों के फार्मूले के आधार पर यह स्थिति भी साफ नहीं है।
खेल बिगाड़ रहे ट्रांसफर अंक
शिक्षा निदेशालय ने उपराज्यपाल के आदेश पर जो गाइडलाइंस जारी की थी उसमें 70 अंक नेबरहुड के होने से हर अभिभावक को दाखिले की उम्मीद थी, लेकिन 70 अंक पाने वालों का खेल ट्रांसफर, सिबलिंग व एल्युमनी के अंक बिगाड़ रहे थे। इससे 70 अंक वालों का दाखिला बेहद ही मुश्किल हो गया था।
एड्रेस प्रूफ में भी किया भारी खेल
नई दिल्ली (ब्यूरो)। नर्सरी में अपने बच्चे को दाखिला दिलाने के लिए अभिभावक न सिर्फ स्थानांतरण कोटे का दुरुपयोग कर रहे हैं, बल्कि एड्रेस प्रूफ से लेकर आय प्रमाण पत्र तक में फर्जीवाड़ा कर रहे हैं। कई अभिभावकों ने ईडब्ल्यूएस कोटे में भी आवेदन कर रखा है। दाखिले की गाइडलाइंस को ध्यान में रखकर अभिभावकों ने दस्तावेज बनवाने में हर हथकंडे अपनाए हैं। दरअसल, नर्सरी दाखिले में स्कूल से आठ किलोमीटर के दायरे में रहने वाले बच्चों को सबसे अधिक 70 अंक मिले हैं। दाखिले का सबसे पहला आधार यही है। इसे ध्यान में रखकर अभिभावकों में अच्छे स्कूलों के आस-पास रहने का एड्रेस प्रूफ बनवाने की होड़ रही। राजस्व विभाग के अधिकारी मानते हैं कि दाखिला प्रक्रिया के दौरान उनके यहां आय प्रमाण पत्र और एड्रेस प्रूफ के लिए मतदाता पहचान पत्र बनवाने के आवेदन सबसे ज्यादा थे। नई दिल्ली जिले में दो ऐसे मामले पकड़े भी गए थे।

99 फीसदी स्कूलों में हो चुकी है लॉटरी
लॉटरी को लेकर जारी होने वाले नए दिशा-निर्देशों को लेकर स्कूलों के लिए परेशानी खड़ी हो गई है। दाखिले की पहली सूची 28 फरवरी को जारी करने का शेड्यूल पहले से तय होने के कारण 99 फीसदी स्कूलों की ओर से लॉटरी प्रक्रिया पूरी की जा चुकी है। स्कूलों का कहना है कि स्थानांतरण के अंकों का दुरुप्रयोग पहले से ही शुरू हो गया था। ऐसे में अभिभावकों को पहले कोर्ट में जाना चाहिए था, जिससे कि ऐन वक्त में न स्कूलों को परेशानी होती और ना ही अभिभावकों के लिए।
अशक्त बच्चों को मिले दाखिला ः कोर्ट
नई दिल्ली (ब्यूरो)। हाईकोर्ट ने नर्सरी दाखिलों में अशक्त बच्चों के लिए निर्धारित तीन प्रतिशत कोटे को खत्म करने पर नाराजगी जताई है। अदालत ने सरकार को स्पष्ट करने का निर्देश दिया है कि ऐसे बच्चों के दाखिले के लिए क्या कदम उठाए जा रहे हैं। इसके अलावा इन बच्चों के लिए कितनी सीटे तय की जाएं। न्यायमूर्ति एस. रविंद्र भट्ट और न्यायमूर्ति आरवी ईश्वर की खंडपीठ ने सरकार को सुझाव दिया कि इन बच्चों के आवेदन को देखकर तीन प्रतिशत आरक्षण तय किया जाए।
आज स्कूल एसोसिएशन की है आपात बैठक
नई दिल्ली (ब्यूरो)। हाईकोर्ट के फैसले के बाद स्कूल एसोसिएशन ने मामले पर विचार करने के लिए बृहस्पतिवार को इमरजेंसी बैठक बुलाई है। नेशनल प्रोग्रेसिव स्कूल कांफ्रेंस की अध्यक्ष अमिता मूला वट्टल ने कहा कि नए सिरे से लॉटरी निकाले जाने के आदेश से स्कूलों की परेशानी बढ़ गई है।
पहली मार्च से बोर्ड परीक्षाएं शुरू होनी हैं। सीसीई के ग्रेड भी 28 फरवरी तक अपलोड करने हैं। ऐसे में लॉटरी पर लॉटरी निकाल रहे हैं। स्कूल एसोसिएशन ने सुबह 11 बजे इमरजेंसी बैठक रखी है। इसमें काफी संख्या में स्कूल प्रिंसिपल हिस्सा लेंगे। बैठक में विचार विमर्श के बाद इस संबंध में शिक्षा निदेशालय से बातचीत की जाएगी।
सूची लटकीः
दाखिले के लिए 28 को जारी होने वाली पहली सूची लटक गई है। दिल्ली स्टेट पब्लिक स्कूल मैनेजमेंट एसोसिएशन के अध्यक्ष आरसी जैन के मुताबिक, अब नए सिरे से स्कूलों को सामान्य वर्ग के लिए लॉटरी करनी होगी।
ड्राॅ में नाम वाले परेशान ः
नए सिरे से लॉटरी के फैसले से अब वे अभिभावक परेशान हैं जिनके बच्चे का नाम लॉटरी में आ चुका है।
क्या अभिभावकों पर दर्ज होगी एफआईआरः
अब यह सवाल भी है कि क्या फर्जी ट्रांसफर दस्तावेज के आधार पर दाखिला लेने वालों पर निदेशालय की ओर से एफआईआर दर्ज होगी या नहीं। निदेशालय ने कोर्ट में 58 नामी स्कूलों के संबंध में रिपोर्ट दी है। स्कूलों की जांच के बाद पाया गया है कि इनमें 46.8 सीटों पर इंटर स्टेट ट्रांसफर वाले अभिभावक दावा कर रहे थे। जबकि 2.4 फीसदी इंटर स्टेट ट्रांसफर वाले एनसीआर के थे।

I am a parent of boy child having 70 points. I am very happy with the news that interstate transfer points have been abolished and there will be redraw for all seats except EWS- this is what is in news. Since my child was not at all selected in any of the schools for me it is a good news. However it seems that there would be some changes in Alumni and sibling category also as this case is also pending in high court and by this time LG and DOE must have also realized that in many schools even if you exclude transfer cases more than 70% seats would still be taken up by sibling and alumni. There is a strong possibility that there might be some kind of capping done to these two categories also. However if it is done so, I believe DOE should give an option to the parents to fill more form in other schools as with previous guidelines (18 Dec 2013) parents coming under sibling, alumni and transfer cases were sure to get admission in the school of their choice.

To me the best solution will be a Common Admission Form like Delhi University. If that is not acceptable, then I suggest the following with no Alumni points:
Distance : 70, (0-3 kms : 70, 3.1-6 kms : 50, 6.1 - 9 kms : 30, 9.1 - 12 kms : 20)
Sibling : 20
1st Born : 10
For proof of residence : Only documents should be : Passport/Voter ID/Electricity Bill/Water Bill/Driving License. Rent agreement if registered with Registrat and from SDM/Notary.

Raj Kumar, Aadhar card invited much more criticism than the above. Even few cards were cancelled. these cannot be taken for guaranteed because it was outsourced. If included again problems will be there. Let there should be valid and genuine proofs only. Schools must ask atleast two proofs for address.

aadhaar card is the only document besides DL which is having biometric data (retina and finger print) safe in computer,which cannot be duplicated and authentic. data can be revealed at any point to find out the culprit.

No Mr. Rajkumar, I had served with forensic deptt. and this must not be included in doc list. If it was so, why the issue of fake Aadhar card was highlighted few months back and public was made to a fresh process. Point is not of biometric data, person will be the same to manipulate things and it can be done easily. I know such tricks, that is why I can check such things.

DU evaluate student of the basis of 12th marks which doesn't apply here. Distance and sibling points are ok but make sure parents are livening there since at least 2 years.
In case of rent agreement no body make SDM registered rent agreement as it cost 5K +.
What if a person transferred to city 2 months back and doesn't have any of the above proof of resident. Because most of the time electricity and water bills comes in the name of landloard.

Hem chandra, you reached again at the same point from where the battle started-- transfer. Plz stop commenting any more about transfer. Anyone can make documents from SDM etc. Are you not aware of this fact. How many times you have made affidavits so far without any verification. They just issue you. Talking high about the system! Since how many years, you have come across documents verification?
