Nursery Admission - Gurgoan - Why can't all schools in Gurgaon follow the age criterion of three years as in Delhi?

Why Gurgoan schools have set different age criteria? In some schools it is 3 years, in some 3.6 and in some 4 yrs. Is there no education authority which takes care of deciding this age criteria in Gurgoan schools?
