nursery admission proceedings to start from ?

can the schools start with the nursery admission proceedings before 1st jan,2016 irrespective of the circular dated 8th december,2015.it was clearly stated that the forms will be out from 1st jan,2016..

also i want to understand what exactly is management quota and how the schools are approached for the same.
