The minimum age for admission into nursery classes in the city should be increased to four years from current three, according to a consensus evolved at a meeting of school principals and parents, chaired by HRD Minister Kapil Sibal on Monday (February 15). The minimum age for admission into class one should be six years, he said announcing the consensus that emerged at the meeting.

Sibal said he will write to Chief Minister Sheila Dikshit to consider implementation of the decisions. Pre-schools like nursery and KG should be delinked from formal schooling system, it was agreed, Sibal said. Non-formal schooling should have separate infrastructure which will help in de-stressing children, it was agreed.

New Delhi, Feb 15 (PTI) In a step aimed at reducing pressure on thousands of children and their parents, the minimum age for admission for nursery in the Delhi schools may be raised from three to four years.

Human Resource Development Minister Kapil Sibal today held a meeting with principals and parents where a consensus was evolved that the minimum age for nursery admission should be four years, while it should be six years for Class-I.

The minister will write to Delhi Chief Minister Sheila Dikshit to consider its implementation.

According to Sibal, "The consensus was that the minimum age for nursery admission should not be three years.

It should be four years. Admission into nursery system at three years adds emotional stress to the child when he should discover the world.

Totally agree. All over India its 4years and only in Delhi its 3 years..
I am totally agreed with Mr.Kapil Sibal. Thnx to think on this part for Children education.
I thank Mr.Sibbal for making the age limit 4 yrs but is there any defined upper limit to the age bar for nursery? Is it 4 - 4.5 yrs? My daughter who will be 3.8yrs in April' 10 has not secured admission in any school this year. So will she be eligible to apply in nursery in 2011 or shud we try for KG as by then she would be 4.8yrs ?

Child entering Nursery at 4+ will complete XII by 18; Graduation by 21 and MBA by 23........

We're mocking west does that fit in the Indian context. We're a different identity; our problems are different.

And BTW the West today is facing the highest medical cost crisis - one of the reasons is a high number of retiring baby boomers and their tax payers starting careers pretty late...

We're are going to land up there in a few decades if we don't plan now - and America will sustain because they have the monetary muscle power, with our appeasing foreign policies we will need some thinking and long term strategy to sustain... add the neighborhood threat constantly hovering on us from all sides... we can't think like america...

In after getting my query resolved in august 2009 wid the help pf forum parents and inputs from other professional of the related field (http://www.admissionsnursery.com/xn/detail/2660304:Comment:25832 )
i had written sent a hard copy to kapil sibal/ shiela dixit/lovely/DOE with my suggestions that nursery age be increased to 4 yrs and KG shud be abolished and that formal schooling should start from class I @ 5 yrs age with a uniformly regularised ( for all schools) admission process.

It seems sibal sahib has amalgamated all the ideas and put forth this proposal.

I think to implement the 6 yr @ class first there has to be revision of age criterias also at college level.
Hence there is a possibility that all recommendation mat not be implemented in one go but whatever gets to be implemented will be beneficial to an extent.

CHANGE IS WELCOME AS EVOLUTION IS THE LAW OF NATURE

PS - i urge all parents to write/fax to sibal/shiela dixit and give their opinion on the proposal as they formulate policies after seeing the reaction from the target citizenry

New Delhi, Feb 15 (IANS) In an attempt to standardize non-formal education and bring reprieve for tens of thousands of children and their parents, the human resource development (HRD) ministry and school principals Monday decided to raise the nursery admission minimum age to four years from the present three-plus in Delhi.

After a meeting with school principals and parents, HRD Minister Kapil Sibal said that “a consensus has emerged that nursery admission will not take place before a child reached the age of four.”

This will reduce “unnecessary stress on children and their parents,” the minister said.

Sibal said that parents and principals came to him saying that “the present system of education in Delhi is traumatic for children”.

“If a three-year-old child faces psychological pressure, then it is injustice. I believe, it’s not fair to give children stress. So pre-school should not start before four,” the minister said after his interaction with school principals and parents.

However, the measure can only be implemented after Delhi government accepts it, as education is a state subject.

“I cannot implement it immediately, but I am writing to Delhi Chief Minister Sheila Dikshit recommending this,” Sibal added.

“I have already spoken to Sheilaji and she told me to write to her about the consensus. I will write a formal letter,” he said stressing that there is need to standardize pre-school education.

Sibal said once the measure is accepted by the Delhi government, nursery admission will be fixed at four and admission to kindergarten (KG) will be at the age of five. Finally, a child will start his Class 1 formal education at the age of six.

When asked whether he will recommend this age slab as an all India procedure, Sibal said: “Education is a state subject and it’s not in my hand. But this should be an all India procedure.”

“In the next CABE (Central Advisory Board of Education) meeting I will put it as an agenda. I will also write to states,” he said, adding that in Scandinavian nations, formal education starts at six years of age.

Elaborating on the nursery school admission, the minister said that he has suggested that nursery and kindergarten education (non-formal education) should be imparted outside the campus of the school imparting formal education.

“Children should not feel that they are under the rules of a formal school. They should enjoy their learning. The focus should be on children not on schools,” he explained.

There r no 2 opinions about it, that the age should be from 3 to 4 yrs for admission in nursery...but i would be very grateful to Mr.Sibbal, if he would have thought of this change, before December, when the registration forms were floated in all the delhi schools.Now, the parents whose kids have got thru the admission process and those who have'nt made it are in dilemma. not able to decide what to do next? why can't these government officials, ministers decide things in advance and let confusion go off....when this decison was implemented it faced lots of criticism and flak...i think they should invite educated and experienced parents to form a forum and let them decide whats good and beneficial for their kids...rather than ministers deciding the future of the kids.What a better example our constitution can set , in which more than half of the ministers , bureaucrats, govt officials does'nt even fall in the bracket of qualified, learned and educated people.
