What is the definition of Staff? Only permanent teachers, administrative and support staff. Does this include members of managing committee also? If it includes, then schools are having atleast 7-10 members in its management committee. Now calculate total no. of members. %age must not exceed 10%. One more thing to notice - suppose seats remain vacant, how an aspiring parent would come to know about these and who should be allotted these vacant seats? Parents will not be able to have easy and transparent access to such seats. 

Inspection by common parents must be carried out of such seats before they are allotted to staff category as it may involve corrupt practices.

Thats why Mr Vohra has mentioned the list should be accessible and transparent to all the parents.
