According to RTE Act
13. No capitation fee and screening procedure for admission.-
1. No school or person shall, while admitting a child, collect any capitation fee and subject the child or his or her parents or guardian to any screening procedure.
2. Any school or person, if in contravention of the provisions of sub-section (1),
a. receives capitation fee, shall be punishable with fine which may extend to ten times the capitation fee charged;
b. subjects a child to screening procedure, shall be punishable with fine which may extend to twenty-five thousand rupees for the first contravention and fifty thousand rupees for each subsequent contraventions
Few parents are sometimes just mute spectators. Parents too are equally responsible for this current trend. Parents should complain such actions.
According to Delhi School Education Rules 1973
"172. Trust or society not to collect fees, etc., school to grant receipts for fees, etc., collected by it.--(1) No fee, contribution or other charge shall be collected from any student by the trust or society running any recognised school; whether aided or not.
(2) Every fee, contribution or other charge collected from any student by a recognised school, whether aided or not, shall be collected in its own name and a proper receipt shall be granted by the school for every collection made by it.
Do not forget to take valid Receipt from the school towards payments of fees or other charges. Receipt has to be on the name of School only and important point to note is that it should not be in the name of trust.
Parents should also understand that any single penny paid in advance to any school before the 1st list will not be refunded back. Say NO to donation.
Yes but schools are not scared ,this happens every year.

My son couldn't get through last year & it looks the same for this year.. so if any one approaches me for the donation I don't mind being selfish it's much better than forging documents
Yes advance booking has started from birth along with some offer nowadays. Few schools have started making money using innovative techniques. Parents should come forward remind schools to give education in a charitable nature and not for profit.
Education has never been charitable.. It's just like any other business I or anybody else on this forum does... It's just that the govt. has failed in giving opportunity to people & organizations to open more & more schools thanks to huge costs & pathetic norms

Yes, all of them .
Many such rackets run w/o knowledge of management too:
Eg: A person X who is not connected to the school may claim that he will get you admission in a certain school if you pay him a certain amount.
You fill the form.
You pay X advance.
You get picked up for admission (by your luck & points, no jack from X).
X claims he got you admission.
You pay balance money to X.
All are happy ...
You not selected, you run after X & may be are able to recover your advance back.
This modus operandi was unearthed in case of medical seats a few years ago IIRC
