While Parameters May Stay, Draw Of Lots Could Be An Option

New Delhi: It may have taken three years for parents and schools to get used to the 100-point system of nursery admission.
   But all that is probably set to change now. While children were admitted to nursery on the basis of points scored on various parameters such as distance, sibling, alumni parents till last year, schools are anticipating there may be a draw of lots from this time.
   The Right To Education is finally being implemented from the 2011-12 session that calls for no screening for admission till class VIII. Schools are likely to submit their suggestions for the new random selection process to the state education minister on Thursday.
   L V Sehgal, principal of Bal Bharati School, Ganga Ram Hospital Marg and vicepresident of National Progressive Schools’ Conference, an umbrella organisation of 110 schools, said on Wednesday, ‘‘NPSC hasn’t decided anything yet but we think that government should give us only broad guidelines and leave the nittygritty of the admission process to us. We should be able to select students according to the philosophy of our school.’’ He added, ‘‘Retaining the point system had been considered at our earlier meetings with the minister. But nothing has ever been given to us in writing. We will discuss if there should be a draw of lots or the point system only on Thursday.’’
   Another principal, who did not wish to be named, said that draw of lots can be conducted within different categories but large number of applications may pose a problem. ‘‘Besides, the number of seats available to general candidates will go down as the reservation for the economically-weaker sections goes up to 25%. The pressure on schools as well as parents will also increase,’’ the principal said. Ashok Agarwal, advocate and founder of Social Jurist.
   He added that, ‘‘There won’t be any conflict. When the students in the EWS category can be selected through a draw, why not the rest of the children? It will be against the provisions of the Right To Education Act if there is screening even through the point system.’’ 

   Many parents are also voicing their opinions against the system of draw of lots on the online fora. Sumit Vohra of admissionsnursery-.com said, ‘‘Why did the government not involve the parents or any parents’ association in the formulation of the proposed guidelines? They are the main stakeholders. They say they are worried about the transparency of a draw of lots.’’

   Another parent, Jyoti Sharma from Janakpuri, said, ‘‘Nursery admissions are like a puzzle. There seems to be a new system every now and then. I wish I could admit my child in a school of my choice. This is so harassing. I wish the government will come up with a permanent system of nusery admission that will end our woes once and for all. This is all very stressful.’’

The point system

For the past three years, children were admitted in nursery on the basis of a 100-point system recommended by Ganguly Committee

Candidates were given points on parameters such as neighbourhood, distance, sibling, alumni, religious and linguistic minorities, parents achievements, etc
Children aged 3+ were eligible

Expected changes

There can be no screening for admission under RTE. So, the 100-point system may not be applicable

Schools keen on making categories such as neighbourhood, sibling and management if draw of lots is organised
Schools likely to submit suggestions to state education minister on Thursday

25% EWS students

will be admitted through random selection
For the rest 75%, each private unaided school will formulate policy that includes criteria for categorisation

Draw of lots should be discouraged as it amounts to education being in the hands of fate/destiny/gambling etc. which speaks very poorly of the governance of the Capital of a country which is growing at 8% plus. There should be a much more organised and a well defined system, comprehensible and acceptable to the government, schools as well parents and their wards. In this respect, under 'broad' guidelines framed by the Delhi Government, each school should have their individual category as per the school philosophy. Parents too may like to identify with these individual philosophies, as to which school may be the right fitment for their child, and not applying helter skelter to maximum number of schools for the sake of admission, as is being done now. After all, we are talking about education here, which itself is a philosophy/an the very foundation of the edifice of nation building!!
We can not and should not commoditize education the way we are trying to do now!!!
Thus, we should cap the points on distance, alumni, siblings etc. as they can not be the 'only' criteria.
Some broad pointers which may vary from school to school can be as follows:-
1. Distance
2. Sibling
3. Alumni
4. Parents' qualifications
5. Parents' profession.
6. Parents' achievements in extra-curricular prowess.
7. Girl Child
8. First Born
9. Management quota
10. EWS
When the number of variables are large and creatively different, then more number of students can be accomodated as per individual and school philosophies without resorting to lottery!!
This is the same story like last year with a new add on of Weightage .
It is the responsibility of parents to apply for in the school the philosophy of which they subscribe for

With this much population we have to actually make compromises and that we are doing even now. In case of Merits/ competence we may switch over in years ahead based on test results. Point is Fair Opportunity to all at the time of beginning.

BUT what about uneducated parents and parents who have migrated to delhi from outside
By draw system RTE is not granted to a child but things are left on a child's luck and luck will be a new scape goat for a child not getting admission in a school.
Lottrey system lead us to uncertainity. There should be some unique and uniform critieria to selcting the childs.

Parents eduction/interest on the child's education is also important to add the milestone to the child's progress so parent's education/knowledge should be consider for admission. I think, 3+ year age is correct for admission
Sir That is the value addition you would bring in years to come for your child and his pace of development would be different from others but it should not be the criteria for admission. Can not a child of uneducated parent be educated....
I am agree with Sanchita Mukherji comment.

There should be more criteria rather then draw
For have a hetrogenous mix of students and so as to enable RTE in true sense, screening of any sort has to be stopped. Also if for the 75% of the students, each school formulates its own criteria it would again lead to discrepencies. Instead of this DOE should provide the schools with mandatory and optional set of criteria to chose from to help them formulate their categorisation.

Also whatever the age band is decided, it should be such that kids who fail to meet the eligibilty criteria by being short by 1 or 2 months are also considered. Else those are the kids who have actually go back by 11 months.
Age Criteria should be announced earlier than the formula so that atleast one category of parents are clear.
