While Parameters May Stay, Draw Of Lots Could Be An Option

New Delhi: It may have taken three years for parents and schools to get used to the 100-point system of nursery admission.
   But all that is probably set to change now. While children were admitted to nursery on the basis of points scored on various parameters such as distance, sibling, alumni parents till last year, schools are anticipating there may be a draw of lots from this time.
   The Right To Education is finally being implemented from the 2011-12 session that calls for no screening for admission till class VIII. Schools are likely to submit their suggestions for the new random selection process to the state education minister on Thursday.
   L V Sehgal, principal of Bal Bharati School, Ganga Ram Hospital Marg and vicepresident of National Progressive Schools’ Conference, an umbrella organisation of 110 schools, said on Wednesday, ‘‘NPSC hasn’t decided anything yet but we think that government should give us only broad guidelines and leave the nittygritty of the admission process to us. We should be able to select students according to the philosophy of our school.’’ He added, ‘‘Retaining the point system had been considered at our earlier meetings with the minister. But nothing has ever been given to us in writing. We will discuss if there should be a draw of lots or the point system only on Thursday.’’
   Another principal, who did not wish to be named, said that draw of lots can be conducted within different categories but large number of applications may pose a problem. ‘‘Besides, the number of seats available to general candidates will go down as the reservation for the economically-weaker sections goes up to 25%. The pressure on schools as well as parents will also increase,’’ the principal said. Ashok Agarwal, advocate and founder of Social Jurist.
   He added that, ‘‘There won’t be any conflict. When the students in the EWS category can be selected through a draw, why not the rest of the children? It will be against the provisions of the Right To Education Act if there is screening even through the point system.’’ 

   Many parents are also voicing their opinions against the system of draw of lots on the online fora. Sumit Vohra of admissionsnursery-.com said, ‘‘Why did the government not involve the parents or any parents’ association in the formulation of the proposed guidelines? They are the main stakeholders. They say they are worried about the transparency of a draw of lots.’’

   Another parent, Jyoti Sharma from Janakpuri, said, ‘‘Nursery admissions are like a puzzle. There seems to be a new system every now and then. I wish I could admit my child in a school of my choice. This is so harassing. I wish the government will come up with a permanent system of nusery admission that will end our woes once and for all. This is all very stressful.’’

The point system

For the past three years, children were admitted in nursery on the basis of a 100-point system recommended by Ganguly Committee

Candidates were given points on parameters such as neighbourhood, distance, sibling, alumni, religious and linguistic minorities, parents achievements, etc
Children aged 3+ were eligible

Expected changes

There can be no screening for admission under RTE. So, the 100-point system may not be applicable

Schools keen on making categories such as neighbourhood, sibling and management if draw of lots is organised
Schools likely to submit suggestions to state education minister on Thursday

RTE mandates

25% EWS students

will be admitted through random selection
For the rest 75%, each private unaided school will formulate policy that includes criteria for categorisation
No test or interviews

You trust govt. to handle admission process? Only thing that would change will be the term "Donation" being replaced by "Bribe" to the officials.
Draw system is a complete NO NO as we cant leave our children's future on some lucky draw . Why the hell Govt is so confused . If they choose the other criteria of nighbourhood then also of no use as i am staying in Vikaspuri and except KR Mangalam there is no other school which i can opt for .

They should atleast give us Age Criteria so that children who are not eligible for this year atleast there parents can relax .....
age is 3+ only confusion is how to select the students ................i m also in vikas puri and there is no gud schools here nearest is dwarka and rohini so neighbourhood criteria shud see few things like 0-5 km shudnt hv 20 points if so then also we will be the sufferers....................
I have one child, I am absolutely going to loose on siblings point, if it is there. How can we start from a second baby and let the first be ignored because she doesn't have a sibling. Lets have some logics before putting the points systems. Similarly alumni, me and my husband we both are not from Delhi originally, this point also gone. Icing on the cake is, we live in Vikaspuri, which has no good school, untill Dwarka. Hence no points on distance either. God only save parents like us!!
draw of lots means that now school has more power. School can segregate forms acc to its requirements & nobody knows whether his/her application is in the draw lot or not. Now donation price will rise.
Acc to me there should me critereria of:
1. Neighbourhood
2. Sibling (every parent wants to send both the kids in same school)
no other point system.
If draw system come sup then we have to consult numerologists of which No. form to take so that in the draw childs name comes up.
This will be a disaster for the kids if the government is goint to stick with draw of lots system. It is also right that it will be very difficult to know that your kid's application has been included in draw of lots sysytem or not. We will simply have to cross our fingers for our child's luck. We will have to depend on the mercy of school authorities. SO PLEASE MAKE IT POINT SYSTEM. And the age should be 4+. Keep distance also one of the criteria.
It is really great to see people participating to at least raise their voice and help in framing of policy. But it also calls for great introspection and responsibility as to what we are writing on this forum would actually make a difference in deciding what to frame as a guideline for this year and ahead. In my view, point system actually is tagging a child for no fault of his/ her. What we call good schools of Delhi may be good because of the quality / criteria with which they choose the children.

Why can not Lottery system be implemented with an independent audit agency to cross check all the schools. There is presently no mechanism in any of the schools wherein it may be checked that all the procedures have been followed. The Audit agency should be a private and capable Agency and some cost in each form may be there to cover up the entire cost. Yes the only criteria can be a maximum of 10- 15 KM distance to entertain any application.

Drawing lines of Sibling/ Gender/ Education of parents is unfair.
Draw of lots is a very big NO NO....What if a child is not selected in any draw of lots?? What will be instilled in these young minds that luck is everything and there is no LOGIC in any process.
There should be a logic and criteria to apply for admission to a school. Obviously no more schools will come up overnight, so dealing with it practically means that Children should be able to go to nearby school, along with their elder brotrher/sister. Alumni and managent quota does not have anything to do with. It adds non-transparency and is the root cause of education becoming business. RTE does not mean giving rights to corruption and leaving holes where money/influential parties can get through!!
It is not a matter of luck it is a process. This is actually how we take it. If all the children are getting seats today in the schools of delhi ( IF they are) why would it not happen tomorrow. Each child would ultimately secure only one seat. If we today decline this opportunity of fairness for all then we must take the responsibility of partiality based on points of Alumni, Sibling, Girl Child, Education of parents etc. This is the idea of giving a natural and fair chance to a child on clean slate to become what he/ she wants and not to walk on the foot steps created by father / mother/ brother/ sister.
Rajiv i dont agree if my ward is not lucky and does not get in lottery in any of school what will happen
will he be deprived of education ?
