Physical presence of child at time of form submission

Is this mandatory for the child to be physically available at the time of form submission and fess deposit? Since in these chilly days of winter, this is very hard to go out with kid for form submission, there should be relaxation keeping the view of weather...

A child's presence is not needed at any time of admission.
