Pvt schools can run double shifts
But Some Fear It May Lead To Time Crunch, Impacting Teaching & Learning

New Delhi: Directorate of Education has issued the Delhi Gazette-Extraordinary Notification for second shift schools paving way for private schools to apply for running a double shift.
The notification came on October 25 on the heels of a Supreme Court order stating schools be allowed to run a second shift as per guidelines prepared by Delhi government. The guidelines for the second shift were framed by Delhi School Education Advisory Board set up by the government. DoE sought the Election Commission’s approval before issuing the notification.
Schools run only by governing body or society or management will be allowed to apply for a second shift and these will be an independent, “new entity” that will maintain separate records and accounts. These schools will share infrastructure but will have separate sets of both non-teaching and teaching staff, including the principal.
While one school of thought is that this will ease pressure on schools and let more students avail the opportunity of studying in “good private schools”, others are saying there are many challenges. It is feared that the teaching-learning process will be impacted by time constraints and extracurricular activities will take a back seat.
The petition for two-shift schools was filed by The Indian School and, based on a Delhi high court order dated March 2011, it had admitted 68 students in the afternoon shift. According to chairman of The Indian School Prafull Goradia, quality education is in short supply and many parents and students would be benefited if quality private schools are allowed to run a second shift.
However, principal of Sardar Patel Vidyalaya Anuradha Joshi said, “This will dilute the character of the school. Our school runs up to 5pm. Holistic education will suffer as we simply don’t educate students; only force them to learn.”
While agreeing that there will be hardships, Usha Ram, principal of Laxman Public School, who was also a member of DSEAB said it “is in the larger interest”. “Schools have to redo the planning, but it can be done as there are schools running in double shift.”
“No way are we going to compromise on the quality. The second shift will rather have a better student-teacher ratio. At present, it is 30-35 in the morning shift. There are so many seeking admission. During nursery admissions, there are more than 300 parents ready to come for the afternoon session,” Tania Joshi, principal, The Indian School, said.
Terming the step as “good in principle as more students will get the opportunity of quality education”, principal of Springdales, Pusa Road, Ameeta Mulla Watal, said, “There are major challenges. Students of second shift will go home at night. A better proposal would have been to run teacher training colleges in the afternoon and schools being given a pilot run.”

There will be no shifting/ transfer of students, including those belonging to EWS and disadvantage groups, from fi rst to second shift and vice-versa

Second-shift schools will have to grant admission to students belonging to EWS and disadvantaged categories
Adequate security & safety arrangements must be provided for students & staff of second shift. Security guards & ayahs to be sent as escorts
