Regarding children with special needs

Very few schools have kept 3% quota for children with special needs. Wasn't it was mandatory for all schools.

Also, from where can we get the list of schools providing quota for differently abled.

Thanks. Can anyone tell me if we need to fill general category form or disadvantaged group form in schools?
