school distance by road or aerial

 some schools are considering road distance like gd goenka model town and some are considering aerial distance. is there any govt regulation with regards to distance. mine aerial distance is 2.8 km and my son is eligible for admission in gd goenka model town and by road distance its 3.4 km he is not eligible.

Schools are misusing their Autonomy.
