Schools to hold a fresh draw of lots based on ‘95 points’ system
Fresh draw of lots will now be conducted in all schools.
The Department of Education (DoE) has amended the nursery admission guidelines by reworking the point allocation system and released a new admission schedule for this academic session.
This comes in the wake of the department receiving numerous complaints about parents misusing the interstate transfer points.
With the deletion of interstate transfer points (5 points), admission to schools will now take place on a 95 points system — “the points determined only as per neighbourhood, sibling studying in school and parent alumni of school criteria”, a notification by the DoE stated.
Schools will also have to modify the first list of selected candidates, by vacating seats given to interstate transfer applicants. Children already selected based on neighbourhood, sibling and alumni criteria will retain their seats. Those children with 70 points who were selected in the draw of lots will also retain their seats.
“If a school has already conducted draw of lots for applicants with 70 points, the draw shall remain valid for selected/confirmed candidates only. Fresh draw of lots will be held for remaining applicants, who have 70 points, including wait-listed applicants and those applicants who were securing 75 points because of the interstate transfer points category case,” states the order.
Fresh draw of lots will now be conducted in all schools.
In the previous system, of a total of 100 points, 70 are given to children living in the neighbourhood of the school, 20 if the applicant’s sibling studies in the same school and five points each if either parent is an alumnus and if it is an interstate transfer case.
Only those having 75 points out of 100 were considered for the draw of lots while those having 90 points were automatically admitted.
Instead of February 28, the first list of selected candidates, including those belonging to the economically weaker section and disadvantaged group, has been extended to March 15.
The date of display of second list, if any, will be March 20. The date of display of subsequent lists , if any will be from March 21 to March 31, 2014. The admission process will close on March 31.
“Parents have really appreciated the changes made. But parents of those children, who were genuine interstate transfer cases, are now contemplating legal recourse,” Sumit Vohra, founder of admissionsnursery.com, a portal representing the parent community in Delhi, said.
Who will make the cut
- Children already selected based on neighbourhood, sibling and alumni criteria will retain their seats
- Those children with 70 points who were selected in the draw of lots will also retain their seats
- The date of display of second list, if any, will be March 20, 2014
- The date of display of subsequent lists , if any will be from March 21 to March 31
- The admission process will close on March 31

we have just few days hence in the first instance lets write to DoE to issue revised guideliness for redraw for all category and if they dnt issue any, then without wastage of time, lets move to court since in 75 pointers, there were 50% were alumni since alumni were genuinen as such 50% transfer cases were also genuinen. Its is totally unjustice with kids to real transfer cases, waitlisted applicants of 70 pointers. Laws says every one is equal before me, but what is happening here, one days before, this news was came in media that the hon'ble courts orderd for redraw excluding EWS, but its not happening here, DoE is doing partiallity and may be afraid for doing this.

I completely agree with comments by Mr. Suresh. Genuine transfer cases will suffer now. It is unjustified with kids of real transfer. DoE should have verified the genuine transfer cases by given more time to display the list.

I also agree with Mr. Suresh Kumar views. All the draws should be conducted again then everyone will get equal chance of getting selected. we should write to DOE

Why should transfer cases get any points? This is nursery admission not admission for higher classes and certainly not mid-session admission. Nursery admission means starting from zero and none should get undue advantage.
Some quota for sibling is fine. Apart from that no other category should get any points.

Not even few days sureshji , if schools start cancelling our confirmed seats and holding draws against only those seats , it would add to more chaos. We dont even have few days. :(

why should selected genuine alumni having only 75 points suffer the pain and agony of a redraw. Pls respond suresh

Almuni quota is ridiculous. It effectively means that if I am IAS my child should get more points in Civil services exam. Even though I am a parent of a girl child I am not in favour of any quota except sibling. even in sibling there should be some cap.

Why alumni should be given any points at all? What is rationality behind this?

Hi Suresh,
IN NCR, Delhi Kids gets less chance for admission due to distance and in Delhi if they will get less chance due to interstate transfer seat, where they will go. Now you are in Delhi, why do you need extra benefit of interstate. Now every body is equal except Sibling and alumini.
Please let give you one more example, where fraud chances are thee. It is for single parent case. If government gives extra points to first child, most of the parents will be selected for the draw as there is no proof that child is single or he/she has brother or sister, so where there are chances of fraud, benefits should not to be given to any body, every body should be trated same.
