Second waitlists

How do schools create second waitlists when the first waitlists are created after the first draw of lots? Do they have another lottery after second list of selected candidates appear on 21st Feb?

As on an average,parents apply in average 20-25 schools but take admission in only one school.

So very few parents withdraw from creamy layer schools, like Vasant Valley, Shriram,SPV etc.

Rest many schools have lot of withdrawals, so it is school specific.
