Selective draw of lots in nursery admission

Can schools hold draw of lots for nursery admission for only those applicants who were present on the day of the draw at the school and not for all the eligible candidates for the draw? please let us know. Thanks and regards.

Schools should include the child's name in absence of parents. All eligible candidates should be included for draw.
