As we agree on the fact that every parent is interested and more comfortable to admit his second child also in the same school of first child, so the neighbourhood criteria should not be for sibling cases.

Likewise alumni points is unjustified since it doesn't mean that if parents are pass out from shri ram/sanskriti then their kids have also preference to those schools no everybody has a right to education in such schools.

I totally disagree with the point system allocated this time by Hon'ble LG of Delhi, it is totally thoughtless guidelines, frequently speaking.
