Tenants face address hurdle for admission

New Delhi: Parents living in rented accommodations in Delhi are having a tougher time admitting kids into nursery as compared to those living in properties they own. The rentagreement is no longer a valid proof of residence at many schools and those living on rent are not likely to have documents that are acceptable – IDs bearing addresses of temporary accommodations and a variety of utility bills.
    “I stay in Green Park and was hopeful my son would get into Mother’s International School. But the school is not accepting my rent agreement though I’ve been staying at the same place for two years,” says Sanjiv Jain. He had been planning to apply to eight-nine schools and now finds, his application will not be accepted at four of them. “Vasant Valley also didn’t list rent agreement as acceptable but they asked me to deposit form saying they might reconsider later.” He has lodged complaints on the Directorate of Education’s website. The response to one lists a set of documents that qualify as residence proof --- ration-card, domicile certificate, voter ID, electricity or telephone or water bill, UID or passport. “I had asked my landlord if I could get a voter ID made using my current address. He didn’t allow,” says Jain.
    Amit Singla, director, education, says that while documents mentioned in the reply to the complaint are
listed in the nursery guidelines for applications into EWS category, the DoE has not “prescribed anything related to which documents are valid and which aren’t for general category.” “Many schools accept rent agreements that are properly registered as address proof but schools are free to decide what documents they want. If there’s a complaint, we can take it up with the school,” says Singla.
    While schools pick and choose documents they need, large numbers of parents are being turned away. “At least 12 parents before me returned from Birla Vidya Niketan without being able to submit the application form because of this,” Ananda Chatterjee who was himself turned away despite being able to produce a fiveyear lease-deed.

Schools to display candidates’ points
The Directorate of Education on Friday directed schools following the point-system for admissions into nursery to “publicly display points secured by each applicant on each [criterion] as well as total points secured as per 100 point admission criteria adopted by the school for admissions.” Some schools would not display the break of points secured by selected candidates; some others would not disclose even the total.
