no the forms didn't have such column for twins they did not even consider.

Then how can you expect sibling points. DOE order says if one of the TWINS gets selected the other one will get sibling points.

If you check their list of selected children by draw of lots it seems they have given the sibling points to TWINS at least there are TWO twins.
