Upper age limit for nursery

My son DOB is 19-11-2013. Some schools are accepting d forms for nursery and some are not as he exceed four. Accord to norms upper age limit is not set yet. Then why? Pls help and suggest better

You should file a complaint with those schools who aren't accepting forms with DOE.

You can Complaint online one below web address with school I'd nd other' details.####that they hv no provision for 4+++ children even after no upper age
Restriction by DoE.
