As if the open hostility some city schools displayed towards those seeking admission under the Economically Weaker Section (EWS) category wasn't enough, the harassment has been taken a notch higher by choosing to declare the admission list in the said category much later than the general
category.
While city schools have been directed to come out with their first admission lists for nursery classes by January 31, many schools are releasing the first list in the EWS category as late as March.
According to a notification issued by the Directorate of Education, schools are required to come out with a common list of names of admitted candidates. "The schools shall display the list of children admitted, under free ship (EWS) and general category, commonly in alphabetic order indicating G against general category children," the notification clearly states.
In clear violation, reputed schools are coming out with admission lists for general and EWS categories separately.
ASN International School in Mayur Vihar is coming out with its list for the EWS category on March 16 even as its list for the general category comes out on January 30.
"While some schools are coming out with their general lists earlier than usual to force parents to block their seats, very few schools are proactive when it comes to EWS admissions as they don't get any profit from them. They will delay their admissions for as long as they can," said Sumit Vohra, owner, admissionsnursery.com, a forum for parents.
This is not for the first time that this has happened. Even last year schools came out with the lists separately.
"The government is not serious about implementing the rules it makes. There is no clarity about a watertight schedule. All schools have to send their schedules to the Directorate before they publish it. How could the directorate have cleared this schedule," said Saurabh Sharma, member, Josh, an organisation that works on issues around the Right to Education Act.
Education officials, meanwhile, said that they would look into the matter. "No school will be allowed to flout rules. We are looking into all complaints," an official said.

Violating the guidelines of the Delhi Government of taking out a common list for candidates seeking admission in the general and Economically Weaker Section (EWS) category in nursery, several schools in Delhi are taking out a separate list for candidates to be admitted in different categories.
While Monday is the last date in most of the schools to collect and submit the admission forms, the confusion of the parents does not seem to end there. Since the date of cut-off list is different for different schools, parents feel that the admission ordeal is not yet over.
A Delhi Government notification on nursery admission clearly states that the schools will take out a single list for candidates admitted in the nursery and the EWS category. The notification states that the list will have names in alphabetic order with category G marked against the names of candidates belonging to General category. No separate list is to be prepared for the EWS category students.
However, schools including Tagore International Vasant Vihar, DPS International RK Puram and Sneh International, Vikas Marg are amongst the leading schools of Delhi who are taking out two separate lists for candidates belonging to the general and EWS category.
The admission bulletin uploaded on the websites of these schools specify separate dates for admission and a separate dates for announcing cut-off list for general and the EWS category candidates.
Schools are, however, taking the plea that separate lists are being taken out to protect the interest of EWS candidates and giving them more time to do paper work. “Generally, the number of applicants is much more than the seats available. In that case, we have to go by the draw of lots. The draw of lots for general and EWS categories takes place separately,” said Dr DR Saini, Principal of the school.
Further clarifying his stand, the principal informed that the EWS list is delayed for the convenience of the parents. “We want to give more time to parents of the EWS so that they can do the paperwork and get all the necessary documents,” added the principal. The principal, however, clarified that the final admission list will be in compliance with the Government’s order.
This is not the first occasion that schools in Delhi are violating the Government guidelines. The Government guidelines clearly state that 25 percent seats are reserved for the EWS category; however, schools have refused to give away the forms for the same.
Earlier, four schools run by the defence forces were issued show cause notice by the Delhi Government last week for not giving out forms to parents of the candidates seeking admission in the EWS category.
Monday, January 16, is also the last date of submission of forms in most of the schools. While some schools are announcing the cut-off list from January 18, others are announcing it from February 1. “I have filled forms for five schools.
The cut-off list for two schools will be out on January 23 and the others on February 1 and 6. It is going to be a difficult gamble for us,” said parents Amit Sinha of Dwarka. Amit says he is prepared to pay fees in at least two schools to secure a seat for his daughter.
Sumit Vohra of admissionnursery.com feels that the schools are violating guidelines and the parents are made to suffer.
“The Directorate of Education should have ensured that all schools submit its admission schedule in its office and there should be uniformity in guidelines, so that the parents do not get victimised,” he said.

For applicants under the EWS category, the lottery draw will be held on January 25, 2012 and the list will be out on January 27, 2012.
Principal of Tagore International, East of Kailash, Suman Nath said, “As far as our school is concerned, we are not aware of any such guidelines .However, schools alone are not to blame for the confusion regarding the display of lists. Officials at the DoE were also “unsure” of clause 4(i) and said EWS admissions “usually take longer than the general category admissions as verification of documents of the EWS candidates takes time.”

PRIVATE schools in the Capital are flouting the nursery admission guidelines laid down by the state education department with sheer impunity.
A number of private schools have decided to bring out separate cut- off lists for candidates in ‘ General’ and ‘ EWS’ ( economically weaker section) categories despite an order of the education department which states that a single list be released for both the categories.
Clause 4 ( i) of the guidelines issued through a notification by the Lt. governor of Delhi states that “ the school shall display the list of children to be admitted, under freeship and general category, commonly in alphabetic order indicating ( G) against general category children”. But the nursery admission schedules updated on the websites of various schools suggest that they are planning to come out first with the list of selected candidates that have applied under the ‘ general’ category.
In a few cases, the general category cut- off list is scheduled to be declared only a day after the last date of form submission on January 16.
For example, according to the admission schedule uploaded on the website of ASN International School, the school will first announce the cut- off list of students under the general category on January 21.
After the admission procedure for the general category is over, the school has scheduled the admission under freeship quota ( EWS category) on March 16, when the draw as well as the list of candidates selected from the draw will be finalised.
Similarly, DPS International School will declare the first list of candidates selected under the general category on January 18. However, the school has decided to hold the draw for students applying under the freeship quota on January 25.

राकेश नाथ/एसएनबी नई दिल्ली । राजधानी के पब्लिक स्कूलों को नर्सरी दाखिले की इतनी जल्दी है कि वे न सिर्फ चंद दिनों में दाखिला सूची जारी करने की तैयारी में हैं, बल्कि प्रतीक्षा सूची के लिए दाखिले फस्र्ट कम फस्र्ट सर्व के तहत करने को तैयार हैं। स्नेह इंटरनेशनल स्कूल द्वारा पहली और दूसरी (प्रतीक्षा) दाखिला सूची 23 जनवरी को घोषित कर दी जाएगी। स्कूल दूसरी दाखिला सूची (प्रतीक्षा) के आधार पर दाखिले ‘फस्र्ट कम फस्र्ट सर्व’ के आधार पर करेगा। वैसे, निदेशालय ने दाखिला सूची जारी करने की अंतिम तिथि 1 फरवरी तय की है। लेकिन स्कूल चाहें तो इससे पहले भी दाखिला सूची जारी कर सकते हैं। आरकेपुरम स्थित डीपीएस स्कूल ने भी बुधवार को नर्सरी दाखिले की पहली सूची जारी करने का फैसला किया है। इसी प्रकार कुछ अन्य स्कूल भी सोमवार को आवेदन प्रक्रिया खत्म होने के एक दो दिन बाद से दाखिला सूची जारी करना शुरू कर देंगे। एडमिशन नर्सरी डॉटकॉम के संस्थापक सुमित वोहरा ने कहा कि शिक्षा निदेशालय से मिली छूट का स्कूल फायदा उठा रहे हैं। उन्होंने कहा कि कुछ स्कूल जरनल और ईडब्ल्यूएस कोटे की दाखिला सूची अलग-अलग दिनों में निकालने की तैयारी में हैं। जबकि आरटीई एक्ट के तहत स्कूलों को दोनों कोटे की दाखिला सूची एक साथ निकालनी चाहिए। स्कूलों द्वारा अलग-अलग तिथियों में दाखिला सूची जारी करने से अभिभावकों को परेशानी होगी। यदि अभिभावक किसी स्कूल में अपने बच्चे को दाखिला दिलवा देता है और फिर दूसरे स्कूल की दाखिला सूची में भी उसका नाम आ जाता है और वह दूसरे स्कूल में अपने बच्चे को दाखिला दिलवाना चाहता है, तो उसे पहले वाले दाखिले को रद्द करवाना होगा। इस स्थिति में अभिभावकों को फीस वापस लेने और फिर दूसरे स्कूल में दाखिला दिलाने के लिए काफी मशक्कत करनी होगी। हालांकि ज्यादातर स्कूल एक फरवरी को ही दाखिला सूची जारी करेंगे। लेकिन कुछ स्कूल दाखिला सूची अगले कुछ दिनों में ही जारी करने जा रहे हैं। मसलन, आरके पुरम स्थित डीपीएस इंटरनेशनल स्कूल 18 जनवरी को दोपहर 12 बजे नर्सरी दाखिले की पहली सूची घोषित कर देगा। 19 जनवरी से स्कूल सामान्य कोटे के बच्चों के दाखिले से जुड़े दस्तावेजों की जांच और फीस लेनी शुरू करेगा। फीस लेने की अंतिम तिथि 20 जनवरी दोपहर 3 बजे तक तय की गई है। स्कूल दूसरी दाखिला सूची 23 जनवरी को दोपहर 12 बजे जारी कर देगा। इसके बाद यदि जरूरत पड़ी तो तीसरी या चौथी दाखिला सूची 31 मार्च तक जारी की जा सकती है। स्कूल में ईडब्ल्यूएस कोटे के विद्यार्थियों के लिए 25 जनवरी को लॉटरी निकाली जाएगी। इस कोटे की दाखिला सूची 27 जनवरी को दोपहर 12 बजे घोषित की जाएगी। दस्तावेज की जांच 30 जनवरी को होगी और फाइनल पहली सूची 31 जनवरी को लगाई जाएगी। एएसएन इंटरनेशनल स्कूल पहली दाखिला सूची 21 जनवरी को सुबह 9 बजे घोषित कर देगा। इसके आधार पर 21 से 28 जनवरी तक फीस कलेक्ट की जाएगी। 30 जनवरी को प्रतीक्षा सूची की सीटें खाली होने पर जारी होंगी। इसके बाद भी सीटें बचीं तो दूसरी दाखिला सूची 6 फरवरी और तीसरी 13 फरवरी को घोषित की जाएगी। स्कूल ईडब्ल्यूएस कोटे के लिए 16 मार्च को दोपहर दो बजे लॉटरी निकालेगा। इसी के साथ ही इसकी सूची भी जारी कर दी जाएगी।

Once again a misrepresentation of facts at your end. It is important that you have all the relevant information before you raise questions. Just for your information, the combined list was to be released on January, 18th 2012. However, since the DOE assigned their representative to visit us on the 19th January 2012, the date of display of combined list was postponed. Hope this clarifies all your queries.
