What is procedure of Second List?

Does second list allow only waiting list ? Or  Second list will prepare with Draw of remaining parents. I am neither in WL nor selected anywhere in 40+ schools. How this second list help me. Please guide.

Hi, Second list comes after 1st list and waiting list parents takes admissions or go to other schools. Vacancies left after that make second list.
