which criteria for distance calculations?

dear sakshi / moderator can you please clarify whether any criteria/tool has been decided which will be used to calculate the distance? whether aerial diatance ( like the one your site recommends as available in th old Google maps) or the road distance calculator? because these two give very different results? please can you help clear the confusion?
