Upper Age cap of 4+ in many schools

Does any one has notification from DOE about the upper age limit cap. I have been to Indraprastha, VIS, SVIS, Maxfort, St. Thomas and all are saying no to accept form for my son aged 4 yrs 1month.. this is really getting frustrating.

What will the scenario for a KG admission?
