As per my knowledge , no cbse school can deny admission to special child. Even if they don't have arrangements , school will have to make arrangements as per the child's need.
You can still call CBSE helpline directly for more clarity on rules.
There is a doc also on cbse website related to this , please go through the doc for more details.

Hence, no criteria..Just go ahead and apply wherever you want.

Neha is right  depend on vacancy also.

The school should have facilities for spl child also.

Give application in all desired schools
