@Diksha. You can face such situation in christian & catholic monarity schools not others. Distance criteria work on the school whose starting level is KG not nursery.

so for schools starting from nursery we have to give individual applications if any vacancies arise we may get admission ...is this the only way to go about it

@Diksha. Yes you have to give individual application & form for the school.
