Candidates with 50 points are selected by default , 40 points come under draw of lots

Hello all, just checked the list of selected candidates for KG in dps vv. to my surprise when I checked the registered candidates there were many candidates scoring more than 50 points.. And now in the list of selected candidates only 40 pointers are selected.. How come??
