    can you pls help to understand the meaning of this order. is it complete redraw for all schools starting from 6.02.2014 done thus far.

    @ABCD sir court judges don't use there brain... rather they are bind by the law and whatever is in the law they have to follow....so judgements are not as "given what is right or wrong" but it is given "what is as per law"

    @Mahesh sir, not at all. But can you help me understand what was against law here which they saw and changed the guidelines. Everyone who has got selected has gone through a legitimate procedure. Why are they getting penalised?

    @ABCD it's just perception that all of us have ...but courts are neutral ... that's all i can say.... we can oppose and definately some more parents  will go against this verdict as welll...may be this time in SC

    i think this does not seem to be a fault of courts/judges it looks like that if proper notification would have come from doe after scrapping the transfer points on 27th feb than this process would have not prolonged further.  in the last notification issued by doe they have made all parties happy . but it seems people for transfer points were not happy and finally they went to court. another draw and the new process will be irritating for the parents and schools as well. so much of time /man power everything is wasted. i am sure now doe will take little time to issue new notification so that no parties go to court again

    @Mahesh, does that means that if now the parents with legitimate seats go to the court, the court would rule in their favor. Like this it is a never ending process. No party can be completely happy. You are right, may be its an individual's perception

    If all draw will be done again, including girl child, then the LG should start the process from April 5 to April 10. All Draw to be done between these dates and April 10 first List display. April 12 Second List Display and If need April 15 Third List. In between dates the listed to pay fees and close admission. All lists to be displayed at site including waitlist on April 10 on school website.

    April 20 new session starts.

    reason to shift this to April is that the financial year march closure can be done and then we all can concentrate on the admission. also the schools will be free from Board Exams and it will be convenient for them also. 

    Further, the court should not accept any further PIL on nursery admission.

    The LG should render a public apology to all parents of Delhi for this mess.

    i think girl and ews draw wont be repeated

    also minority schools also will not go for draw, the last notification also did not bother them . they went thru their draw and even admissions also .

    There is one appeal to all concerned for admissions .All Honourable judges DOE kindly think of all aspects before issuing any decision. It is enough of drama. As I can discussion there is any lot of parents planning to go to SC.

    @ Sarika, I also think draw for girls and EWs will not happen. As per HC Draw will happen wherever required, for Girls school has already done draw for all applicants irrespective of points. But yes this time DOE should come back with come good plan.

    few days back one more judgment came form the court....did school followed the judgment....apart from some schools none of them followed the judgment....when they did the draws....how they did it...only god & school knows....i have got seats in two schools...both the schools assured me of the seats....high court order is like baba ji ka thulu...or its giving chances to school for exploitation.....

    As per the order of the Hon’ble High Court, the draw of lots process held on Thursday, 06 March 2014 has been scrapped of. Further process would be carried out as per the guidelines to be issued by Directorate of Education on the subject.

    Schools are giving back door entry.

    it is no less than management quota and this year the demand seems to be much higher as they know that parents desperate to secure seats.

    @ruchi u r very much right.... But i know nobody will follow... what i think is all schools in dwark and minority schools r all fraud... all this confusing situation giving them opportunity to loot people....

    @ruchi fully agree with you . some schools are demanding it openly and we should discourage same and also complain to doe. i think none of us are complaing on same as every body wants to secure their seats first which is allowing these schools on use back entry. plus in this scenario they will take more advantage of parents. surprised one parent mentoned that dis is saying they will keep the same list and parents need not to worry.

    i am wondering what will happen to schools who have already taken donations and given admissions and they will now play hanky panky

    We can take idea from minority schools like Mt. Carmel in which everything went smoothly. Last years point system was better.

    This year AAP goverment has spoilt everything by just issuing rubbishpoint system

    Guys, I have sleepless nights from past 1months, Don't understand why everybody is filing PIL PIL & PILs.

    My kid is not selected in any of draw. Still I support parents who's wards are selected in earlier draw. 

    This system is baseless & every school is running their own policies.

    Imagine Scenario1, presented in court

    Open seats after Siblings + Alumni 100
    Applicants 1000
    Tfr cases 10
    Original 70 Pointers 90
    Chances in First draw  90 / (1000-10) 9.09%
    Chances in Second draw 10 / (1000-90+10) 1.09%

    Tfr pointers only got 1.09% chance of a seat.

    While majority of 70 pointers got two chances 9.09% + 1.09% = 10.18%

    Now imagine scenario 2, by reversing the the tfr and 70 pointers numbers

    Open seats after Siblings + Alumni 100
    Applicants 1000
    Tfr cases 90
    Original 70 Pointers 10
    Chances in First draw  10 / (1000-90) 1.10%
    Chances in Second draw 90 / (1000-10+90) 8.33%

    Now Tfr pointers got 8.33% chance of a seat.

    Majority of 70 pointers got two chances 1.10% + 8.33 % = 9.43%.

    The difference is small (just 1.10%) but this can not be ignored considering the situation, every single % point counts.

    Genuine Tfr pointers did nothing wrong. Govt gave them the points, and then they were scrapped. Why penalize genuine Tfr pointers for Govt's mistakes.

    I think this is where the honorable HC saw merit in this plea. So, this may be hard on 70 pointers selected in first/second draw. Remember, Tfr 75 pointers also lost their confirmed seats.

    As said by the court, inconvenience can not be the reason for injustice.

    It's tough being a student in India today, with it becoming next to impossible getting a seat in a good college despite getting top grades. It's even tougher being the parent of the kid with good grades and no seats.

    @ Kailash - Parents who paid fees did this at their own risk. this was against the guidelines. Fee submissions should be only after the first list 15 March.

    Remember, HC can not change guidelines. It is the onus of Govt / LG (while there is no govt). court is to ensure everyone gets equal opportunity as per the agreed guidelines.

    during first PIL, court merely asked the DoE to justify Tfr category points. They voluntarily removed the 5 points.

    During second PIL, court sees merit in the argument that all 70 pointers should get equal opportunity to the open seats.

    Now, there might be a third PIL challenging Alumni/ sibling/ distance criteria. Again, court will not change the guidelines, DoE can stick to it and then court can not give any ruling on it. court only follows the law. It is govt responsibility to make the law.

    Parents should have complained to DoE helpline. Imagine if no parent deposited the fees before 15 Mar, then school would be forced to follow guidelines.

    But as it is in India, there is always someone ready to go via the back door. This gives schools the opportunity to exploit.

    why only schools, this goes on everywhere. Prime reason why we can not get rid of corruption.

    @Raman, I totally agree with you, 5 pts on tfr cases where mostly manipulated with forge document and fake supporting. These kinds of illegal manipulation is a punishable offence. I guess there is meeting scheduled today at 8 PM in District Center for west delhi's n dwarka's parents who are now feeling cheated with the new order!

    @ Raman, I am talking abt the ones who forged to make their case  under tfr pt sysm and not the ones who were genuine. All problems started from there. We all knw that in today's world it is very easy to access transfer letter printed on the company letter head. These kinds of illegal manipulation is a punishable offence but now see they are again rewarded with fresh draw on the cost of honest parents who submitted their application under 70 point system or even genuine tfr cases. We are paying for our honesty! Welcome to India...

    Vivek/Raman, you are right. We are a group of parents planning to meet up at DC Janak Puri at 8:00 PM. This group is of parents who got a seat in schools (70 pointers) through a legitimate draw but are now back to square one

    @ ABCD, i know and I dont agree to this fresh PIL. I am of the opinon that fresh draws are fair. As 75 pointers lost on first draw opportunity.

    As far as fakes are concerned, you can be called a fake only if you forged a document. Schools or DoE can choose to take action against such cases. However, if someone claims 5 points and those are not accepted during verification due to lack of additional documents then this can not be a fraud case.

    Such cases already lost the battle -

    in cases where 70 draw was done post verification, they were put in that draw.

    in cases, where verification happened after 70 draw, they completely lost their chance in that school.

    Only people suffering were genuine tfr cases and who had all additional documents to satisfy the strict verification done by all schools and at times by doE.

    They filled lesser forms - assuming easy admissions

    post scrapping 5 points, they lost their seat and chances of securing a seat on 70 points were reduced due to the fact that they could not participate in first drraw.

    @ Raman ji..i agree with u...der is no point in going on and on with PILs...i think we shld go ahead as per HC's latest order..because of few fake cases the whole lot is suffering...i hope DOE will rethink on the guidelines for next year...for this year its already been too much time and stress...i know many parents have already paid and hv taken admission in desperity...which has given schools all the more chance to ask donations...but we shld not pay schools...nd shld not panic...it is our weakness which schools exploit...but if we be firm & truthful..it will be good for all

    @Raman, the transfer points were occupying more than 70% of the seats (after taking the 90 pointers out). Figures can confirm that. When the transfer points were not scrapped 70 pointers were contesting for only 10-15 seats per school. No grudges against the genuine transfer cases because they were also victims of the poor guidelines by the management, but, for the people who were actually in minority (70 pointers) and got their seats after contesting with more than 4000 people should be given some reprive. with the transfer points now scrapped, majority of the seats are now released and the contest should now be amongst the open lots. This is my individual perception, nothing against you or any other affected by the system. One way or other everyone is affected by the system

    You are considering 10-15 70 pointers losing their seat. Same thing happened with all Tfr pointers losing their confirmed seat.

    Imagine the plight of tfr cases, who did not fill as many schools assuming easy admissions. Now , they are at 70 and did not fill as many schools as rest of 70 pointers.

    @Raman, as I mentioned, no grudges with you or the people affected with Transfer points. Both are victims of some inexplicable guidelines. This is a never ending discussion and I believe we both are right on our fronts and dont think so anybody would back of from their front :-).
