Nursery admission guidelines next week: Lovely

New Delhi, Dec 8 (PTI) Ending anxiety surrounding nursery admissions, Delhi Government today said it will issue guidelines for the enrolment process next week and the entire exercise is likely to be completed by March 31.

The admission forms would be issued between January 2 and 16, Education Minister Arvinder Singh Lovely said after a meeting with top officials of his department. He has already hinted the criteria for enrolment would be almost same as that of last year.

Last year, government had given almost total leeway to private schools to set their own criteria for enrolment of the tiny tots. The schools were given a free hand to frame their own criteria for admission provided they are within broad contours of the Right to Education Act.
Barring parents'' qualifications and their income, schools were free to include all relevant criteria like proximity of school to students'' residences, single parents and son and daughters of alumni. (more) PTI MPB

NEW DELHI: Parents anxiously waiting for nursery admissions to begin have less than a month to prepare. The pre-admission forms for nursery will be available between January 2 and 16 at private unaided schools though the government will release admission guidelinesonly next week.

The directorate of educationwill announce the admission rules and the age criterion only after Delhi high court's decision on December 14.

"Guidelines for nursery admissions will be issued by next week and the admission process will go on till March 31," DoE officials said.

Meanwhile, many parents have already started collecting details of schools best-suited to them. Anjali Kapoor, a parent from Vasant Kunj, said, "For the last two weeks, we had been preparing a list of schools with their parameters for admission last year. We have also been in touch with other parents through our child's playschool. Nursery admissions is a hot topic of discussion among our friendsthese days."

Another parent, Arti Jain (MEMBER OF AdmissionsNursery.Com), whose son could not get admission anywhere despite applying in 21 schools last year, said, "Parameters like alumni, sibling, gender and transfer case favour a particular set of children. My son is a first child and I have not studied in any private school in the neighbourhood. If conditions remain the same this year too, I don't see a chance of my son getting admission anywhere," said Jain, who lives in Connaught Place. Her son has continued in the play school.

Several schools in west Delhi had also announced their own admission schedule initially though they had to withdraw it after intervention by DoE officials.

It is now mandatory for all private unaided schools to follow the schedule announced by government on Thursday. All private unaided schools will also have to continue with providing 25% quota to students from economically weaker section.

Delhi government has decided to issue common admission forms for EWS admissions this year.

The forms will be available on the websiteof directorate of education.

Lovely said each school will have to reserve 25 percent of the total seats for children belonging to the economically weaker section (EWS) as per provision of the RTE Act.

He said government has decided to provide common admission forms for enrolment under EWS category at all schools across the city as parents of children belonging to the category faced a lot of difficulties last year.

Forms for admission under EWS category will be made available on the website of the Directorate of Education.

Lovely said a complete list of admissions and number of vacant seats regarding enrolment of EWS children will have to be submitted by each school to the Directorate of Education by March 31.

"Thereafter, a public notice would be issued for vacant seats under EWS quota," he said.

New Common Admission Forms expected for EWS

Delhi Education Minister Arvinder Singh Lovely today said guidelines for nursery admission in the Capital would be issued by the next week and admission process for nursery classes would be finalised by March 31 next year. The admission form would be issued next year between January 2-16, Mr Lovely told reporters after holding a meeting on the guidelines of nursery admission at Delhi Secretariat. He said the government has decided to prepare common entrance form for nursery admission for the students belonging to Economically Weaker Section (EWS) category. Keeping in view the problem faced by the students of EWS category during the admission process, Directorate of Education would issue a common form for EWS category for admission in all Government approved public schools of Delhi, the Minister said. He added that earlier separate admission forms were issued by public schools. Now students from EWS category shall download the admission form from the website of Directorate of Education and submit it, Mr Lovely said. He informed that all public schools shall be under obligation to admit 25 per cent of the students belonging to the weaker section and provide free and compulsory elementary education. The Minister said a complete list of admission and vacancy regarding the admission of students belonging to EWS category would be send to Directorate of Education by all public schools by March 31, 2012 and thereafter a public notice would be issued for admission in the schools who declared vacancies in the related EWS category. Directions of the Delhi government to capital schools to reserve 25 per cent seats for children belonging to the economically weaker sections (EWS) during nursery admissions in the coming academic year has come as a relief to many families and has a mixed response from schools as well.

However, most schools said they still hadn’t received any written communication on the EWS guidelines.

With the complete nursery admission guidelines all set to be declared next week, the city schools are now gearing up for the enrolment process as well. Forms for the nursery admissions would be issued between January 2 and 16. The entire admission procedure will be completed by March 31.

“The schools will now be answerable to the government. Each school will have to submit its admission list and the number of vacant seats to the government by March 31 regarding the enrolment of poor children. There are many privately run schools in the city that miss no chance to earn an extra buck on a vacant seat.

With the government now becoming strict, it will be seen that all these 25 per cent seats go to the rightly deserving candidates,” said the principal of one of the Central Schools in Delhi.

“Under the new guidelines for EWS, parents will no longer have to run around and get harassed to secure nursery admission for their wards.

This time, there will be a single form for admission to all government-recognised schools in Delhi. Earlier, separate admission forms were issued every year by each public school.

“We definitely welcome the move,” the principal added.

“We still haven’t received any written communication from the government. We are hopeful that the guidelines may arrive along with other guidelines next week,” said Manju, headmistress of Modern School.

“The fact that all public schools are under the obligation of putting aside 25 per cent of their seats for the weaker section and impart them compulsory elementary education free of cost has come as a boon for families like us. One faces direct offers of money for a seat at many schools in the city. Most families do not have that kind of money. It becomes a burden, especially for poor families. The move is bound to relive some tensions for us,” said Malti Bhargava, one of the parents at KV, Vikaspuri Sector 33, who visited the school for more details.

No Problem. You rush to get the forms from your desired schools and submit on or before 10th Jan. And keep all relevent documents and photographs ready so that it would be easy to apply.

It's good they have atleast come out with the dates. I feel Jan 2nd to Jan 16th is a short period. Jan 2nd to 7th Jan - 6 days, 8th Jan sunday holiday, 9th Jan to 13th Jan - 5 days, again 14th Jan holiday for Makar Sankaranti and also a 2nd Saturday, 15th Jan Sunday holiday, 16th Jan - 1 day and the last day. So totally only 12 days for parents to push their heads into desired schools. So Govt. should extend the dates till Jan 20th which would be digestable.
Govt. should also come out with correct timings since last year schools stopped issuing forms after 12 mid noon.

Can we not request authorities to extend the date from 16th to maybe 24/25 which would give good time for parents to submit forms in schools. Stories which I have heard from friends really scare me and I think the time given is too short. Not sure how many schools will come with online forms and if they come with online forms, not sure if their servers are capable to take that traffic of parents submititng forms.

Would appreciate your expert comments on this.

your docs ready,you should be able to manage but still we will highlight in media as your concern is very valid

Hi all,
15 days are sufficient for parents to apply online. Most of the parents in Delhi are now apprised of age criteria and time slot for availability of forms, because they might have been watching this forum and other sources of information on nursery admissions. Then why one can not chalk out a proper plan. One should be in full preparedness. Be it a week or 2 or 3 weeks, still many will miss the opportunity for different reasons.

Note : One should always keep with oneself atleast 4-5 sets of necessary documents ; birth certificate, residence, sibling I-cards, alumni proof, single parent, transfer, spl needs and any other proof which may affect one's admission. Then you can apply online from anywhere. Similarly, one should deploy someone to take proper responsibility of obtaining manual forms and submit the hardcopy with receipt obtained, wherever applicable.

In my opinion, time is sufficient.

Maharamji, Only Govt has given only 12 day time period. Parent community og AN.com will be well prepared this time. But how many parents are in Delhi who are not aware of anything. They will get prepared only after getting the application forms. Many parents would not have included their child name in birth Certificate. It will take minimum 10 days to get the updated one. Parents can't take whole 12 days leave and go around schools. Only very few schools provide online application. Many parents take permission during early morning hours and do their work. Moreover schools close their gates an hour or more than the timings. So DOE should extend the timings and days.

Is it necessary to have child's name on birth certificate? I too don't have my daughter's name on it.

It is school specific. But few schools demand for the same. Anyway one day you have to include the child's name and why can't that day be today. So go to MCD office and apply for the same and for minimum of 10 copies of BC. It will take 10 to 15 days to get the BC with name. So rush.

Ketan Arora has given a good tip for getting name included in a thread.

Approach the MCD office nearby your place along with
1) A copy of original Birth certificate
2) 2 copies of application for name addition (out of which 1 is for your receiving)
3) Affidavit on Rs. 10 Stamp Paper (Attested by Notary)
4) Address Proof

They will give you date (of approx after 15 days). Go on that date to MCD office again & get the Birth Certificate. Rs. 20 is charged per copy & Rs. 10 for Name Addition. (eg. for 5 copies, Rs. 110 will be charged)
