ed. The directions and schedule announced on Monday evening aren't applicable to all schools, including some of the most popular ones in the city. "I stay in C8, Vasant Kunj, and Vasant Valley is (on the) list (of schools on) government land. This school is also in C8...(does this) mean that if I apply in that school my child will get admission or has higher chances?" asked a parent on admissionnursery.com. There is no good answer to that question yet, although Directorate of Education's guideline on the subject suggests that children from the neighbourhood of such schools stand a better chance. In Delhi, the 1,700-odd private schools could be divided into three broad categories. The vast majority is on private land; about 400 are on land leased from various government agencies like Delhi Development Authority. Of these, 285 have in their lease deeds land allotment conditions that either require them to "admit 75% of the students of the neighbourhood or from the locality in which the school is located", or forbid them from "refus(ing) admission to the resident of the locality". Thus far, these are on the schools' lease deeds and, although the government guidelines mention them, they're yet to be translated into admission guidelines. Monday's guidelines cover all private schools except these 285. But, complicating matters, these 285 include some of the most sought-after ones in Delhi—branches of Delhi Public School, Bal Bharti, DAV, Ahlcon, etc. "Parents are asking if they will be eligible to apply in other schools if they can apply to the 285. They want to know what happens in case the applicant is a younger sibling with an older one already in school, and whether twins will get the relaxation they get in some," said Sumit Vohra of admissionsnursery.com, adding, "They're worried about possible litigation once the second set of guidelines are issued."
Parents are also concerned about the possibility of differing schedules and clashing dates. Schools on private land or without admission-related lease conditions are pleased that the process and guidelines remain the same as last year's; the 285, not so much. One association has already sought a meeting with the director, education, "to seek clarification and make some suggestions". "This is a very serious problem—you have the same government but different rules. Plus, they're distinguishing even between schools on government land - those who have an admission stipulation and those who don't. It's absolutely unjust. It's a policy of divide and rule," said an administrator.

Ashok Pandey, principal, Ahlcon International, Mayur Vihar, doesn't expect the schedule to be different for the 285, but is "anxious and curious" to see what the government suggests. The issue of criteria for these schools is in court in any case. "There shouldn't be much confusion over criteria, but there can be on the dates. Earlier, each school in Delhi followed a different set of parameters," said lawyer-activist Khagesh Jha. "What is happening now is that parents who think the guidelines are out are discovering that the schools they're interested in aren't covered," he added.

‘Confusing’ nursery admission guidelines throw parents into a tizzy

The Directorate of Education’s (DoE) move of issuing separate sets of guidelines for private schools operating on government land and the rest has thrown parents into a tizzy.
Late on Monday night, the DoE issued guidelines for nearly 1,400 private schools operating on private land, stating that the admission process for these institutions will start on January 2, 2017. These schools have been allowed to decide their own criteria for the nursery admissions and have been directed to upload them by January 1, 2017.
“The DoE decision of giving a freehand to these schools will create a lot of problems for parents as there are chances that they will make some random criteria compulsory for admissions,” said Pankaj Ahuja, a resident of north Delhi’s Kamala Nagar area, who is seeking admission for his second child.
Similarly, Vaishali Shekhar, a resident of east Delhi’s Mayur Vihar area, expressed concern about the decision. “The DoE should make it clear that these schools should not misuse the power given to them and that they should give a fair chance to every parent seeking admission,” she said.
“I’m seeking admission for my first child and I have no idea about the nursery admission process. These schools have been asked to upload their guidelines by January 1 and the admissions will begin on January 2. I’m very worried about how I will manage in that short span of time,” she added.
Meanwhile, the DoE said that it will issue a separate set of guidelines for 285 schools operating on the Delhi Development Authority (DDA) land, on the condition that “the school shall not refuse admission to the resident of the locality” or “the society shall undertake to admit 75 per cent of students of the neighbourhood or from the locality in which the school is located”. This is the first time that a separate set of guidelines will be issued for the category.“Parents are concerned about when the guidelines for these 285 schools would be out and with how much distance limit. Parents with their first child in these schools are very tense,” said Sumit Vohra of the Nurseryadmissions.com.
The DoE has provided for a three-day window — February 16-18 — for parents to put forward their queries regarding the allotment of points to their wards in the first list.
Application forms will be available from January 2 and the last date of submission will be January 23. Details for the children competing for unreserved seats will have to be filled in by January 31. The first list of selected candidates and the waiting list will be posted on February 15. The second list should be out by February 28 and the process, if all goes according to plan, will be over by March 31, 2017.

"The chances are bright that we will have a second list. Parents should book a seat wherever they get through first and then change to the school of their choice if they get lucky in the second list," said LV Sehgal, principal, Bal Bharati School, Ganga Ram Hospital Marg.
Sumit Vohra, who runs an online portal on nursery admissions, said, "Parents should keep an eye on the second list and if that does not work, many schools in the NCR have vacancies".Continuing in the playschool is also an option for children who could not get a seat in a formal school at the age of three. Most playschools run classes from pre-nursery to KG. So, a child can pursue nursery there and shift to a proper school in KG. The only hitch is that the number of seats in KG is generally small.Parents residing in east and south Delhi can also look for schools in parts of the NCR. Noida has many upcoming schools which welcome parents with easier admission norms. Gurgaon, too, has new progressive schools which step up their classes with every new batch.
"Our admission process started in October-November and was already closed. But we had kept aside around 50 seats for later as we had seen a huge demand among Delhi parents last year. Admissions to these seats will open in the coming days after the process in Delhi settles down," said Sarita Madhok, principal of Noida's Mayoor School, which is affiliated to Mayo College.
"After parents register, we will have a short informal interaction with them. We generally look for parental profile. We also have our buses plying to south Delhi," she added.
Advocate and Social Jurist founder Ashok Aggarwal said, "All government schools should be upgraded to the level of Central schools. This will deal with the paucity of schools."

NEW DELHI: Securing a nursery seat in the city is a matter of good fortune. How else will you explain the ordeal of Sanjiv Bhardwaj, whose son couldn't get admission in spite of applying at 27 schools? The Saket resident took a fortnight off from work in January to apply at every school in the neighbourhood and away.
"All that seems to have come to naught," said a visibly dejected Bhardwaj. "I had applied in so many schools of south Delhi but there is no option left for the common man in this city. I guess I will have to move out to send my child to school."
Bhardwaj works as a telecom professional in a multinational company. He had turned down an offer to work in Europe to stay in the city he grew up in. "I should have gone abroad. At least my son would have gone to school," he said.
He blames the system for his son sitting out of school. "There is no uniform point system in Delhi schools. I was banking on the neighbourhood points. But alumni and sibling cases took away the pie. No wonder a child from Noida could get through a south Delhi school but my son couldn't," he said.
He hadn't really weighed his options till Thursday evening. "My mind is a blank. I don't want to keep sending my child to the playschool. And will schools have enough seats in KG next year when my son turns four?" he wondered.
Bhardwaj is not alone. The Kalras of GK-I applied in 23 schools but their son could not get through any. "We scored up to 40 points for neighbourhood as well as first child. But most schools were admitting students at 70 or more points. The whole neighbourhood concept is a farce. I have one more year to take a chance. We both are lawyers and can afford a good school for our child. So a government school is completely out of the question," said Mahua Kalra, the mother. The Kalras are now waiting for the second list.
Parents seeking admission for their first child are miffed at schools giving preference to alumni and sibling cases. Sanjay Kumar Jha of Sarita Vihar couldn't make use of the privileges. He applied in the same school where his daughter studies, but in vain.
"There was a draw of lots in which my son did not succeed. I feel so disturbed now. I may have to send him to a nearby school though it's not too good," Jha said. Not all are gloomy, though. Anjali Kapoor had been waiting for results of the 22 schools she had applied to. Only one invited her son for admission but on the payment of an extra, unaccounted Rs 20,000. "Finally, one more school has selected my son. I feel ecstatic," she said.…

The points system has parents working out the mathematics of their chances and many don't like the odds. School authorities and parent-activist groups find themselves on opposite sides of the matter, and this year, the guidelines are in favour of the schools. Living in Narayana Vihar with few "good" schools he's interested in close by and no hope for sibling or alumni points - his daughter's a first-born and the family's from Lucknow - Singh has drawn up a list of 20 schools. He is not being paranoid. Mehak Bagga, based in East Patel Nagar (also west Delhi) had applied at 23 last year and failed to secure a seat for her first-born son; their family had come from Punjab. Singh's aiming for the Pusa Road ones; failing that, Punjabi Bagh ones; failing even that - and this is where bus routes come in - the Vasant Kunj ones. He will get points for first-born, for girl child and, if the schools offer such a thing, for being on the bus routes. But typically, the large amounts of points for siblings and alumni queer the pitch. As Sumit Vohra of admissionsnursery.com puts it, the nursery admission "is like the film industry." "If you don't have a parent who went to the school or an elder sibling, you can't enter," he says. "Giving points for alumni is indirect screening by schools," he argues, "And it discriminates between the educated and uneducated parents which RTE does not allow." Some schools chose to grant points even to groups like vegetarians, members of a certain sect, parents who are willing to opt for school transport. Girls get points; boys don't. One despairing parent writes on Vohra's site, "I'm losing hope now [and] really don't want to go through this process of admission....I don't think that I will be able to make it as I will lose on girl child, sibling, alumni and on distance (all good schools are far off)." "The main problem is that the points for distance are very few," says Sreeju Krishnan, helping Singh with the process, "The points for alumni and siblings are much more." "I have a friend who lives in the same sector as the school, got full marks for distance but was still trumped by candidates with alumni and sibling points," says Surina Sehgal who'll be trying for her younger child, a girl, this year. Sehgal, based in Dashrathpuri, too has geography against her. There are no schools she'd want to send her kid to close enough to win her points. The distribution of "good" schools in the city is far from even. "It depends on where the school sets its limits," she says. She is hoping for the older Dwarka schools. "[She] won't have distance, alumni or siblings," but is still "reasonably relaxed" as her son is in a Dwarka school and her daughter stands a good chance of getting in there. Social Jurist and lawyer, Ashok Agarwal, who had filed the PIL against the points system (it'll be heard next in mid-January), has for long argued for neighbourhood - the system currently followed for EWS category - and draw of lots. Many schools do draw lots - but after dividing the seats into categories. "They've turned it into a kind of reservation with quotas for alumni, for siblings and the management quota with a big question mark over it," says Agarwal. What often gets in the way of the neighbourhood system, interestingly, is parental aspiration. Agarwal is not particularly sympathetic to the parents' need to admit their kids into "good" - or "branded" - schools. Rather, he endorses the fiercely practical approach Amit Aggarwal of Janakpuri has. "I am looking to get points for neighbourhood and for first and girl child. I am not going for brand," he says, "If I do, chances will be very low." He had hoped the guidelines would direct schools to give more weightage to the neighbourhood criterion but no such luck. "The approach," argues the lawyer, "should be child-centric, not parent or institution-centric. In the current system, the child is not even in the picture."
