places, your kid’s chances of getting a nursery seat in a reputed school are very slim. In some schools this year, the number of seats in the general category is as low as 30% of the total. With 25% quota for poor students kicking in this year and schools reserving seats
under various heads, including a discretionary quota for the management, open category seats have shrunk .
For instance, out of 368 seats at Bal Bharati Public School, Ganga Ram Hospital Marg, only 110 seats (30%) arein the general category. Of the rest, 25% seats are reserved for economically weaker sections, 20% seats each for school’s discretionary quota and siblings, and 5% seats for alumni.
If the number of applications received is more than the number of seats in a category, the school will conduct a draw of lots.
In schools following a 100-point system, alumni and sibling are part of the general category. At Springdales School, Pusa Road, there are only 47 seats open to the general category out of a total of 102. Alumni and sibling categories take away a large chunk of these general seats due to high points awarded to them. The school allots 30 points to siblings and 25 to wards of alumni followed by 20 points to children in the neighbourhood.
Similarly, DPS Mathura Road has 240 nursery seats. Only 120 are in the open category, including alumni and sibling. The school gives 30 points each to neighbourhood and sibling and 20 points to alumni. NURSERY ADMISSIONS Alumni, sibling categories eat up major share of open seats
New Delhi: With 25% quota for the EWS and most schools setting aside seats under various heads such as management quota, the general category seatshavebeen reducedconsiderably.
“My husbandisfrom Haryana and I studied in Lucknow. And we have only one daughter. I had made a list of the best schools in the citywhere I wanted to apply for her admission. But I am so disappointed to see that her chances of getting through aresoslim,”saidRidhi Saxena,wholivesin Safdarjung Enclave.
“Schoolsfollowing the point system seem to prefer alumni andsibling.Andthose going for a draw of lots have separate categories for them, leaving little room for people like us. The only saviour can bethe neighbourhood criteria but then I do not have many good schools close by,” Ridhi said, adding that the points awarded to a girl child or a first-born child are too less to brighten her child’schances.
Seats started shrinking when the EWS quota in city schools was increased from
15% to 25% under RTE. Delhi government also allowed schools to reserve up to 20% under the management quota to acknowledge their autonomy. Further, schools were also allowed to reserve seats for different categories based on their philosophy and objectives. So, insteadof being clubbed as general, alumni and sibling becamespecialcategories.
“How can private schools be questioned on having special pointsfor alumni andsibling or creating a management quota? We are autonomous institutions. Shouldn’t we have a right to decide the composition of children we want in the school?” said a principal from a centralDelhischool.
DKBedi, principal,Apeejay School at Pitampura that follows the category system, said, “We are allfor educating thedisadvantaged.Butitisbeing done at the cost of general category children. Neither is the government setting up new schools nor have private schools been allotted land in last few years. This is a serious problem as we have a fixed number of seats.”

The first three days of nursery admissions saw as many as 53 candidates battling for each general category seat in leading city schools. The sale of application forms will go on till mid-January, and the figures are only likely to increase.
A survey conducted by an online admission portal, admissionsnursery.com, showed that while 47.8 per cent of parents are likely to apply in less than 10 schools, around 44 per cent will apply in more than 10 and 7.8 per cent in over 20 schools
The survey was conducted on a group of 2,259 parents.
According to figures provided by Springdales, Pusa Road, there were 4,200 applicants in the first three days of online submission of forms in the general category, and about 650 forms had been given out to people belonging to the economically weaker section (EWS). “Last year, there were approximately 49 applicants per seat,” said Ameeta Mulla Watal, principal of Springdales.
Vasant Valley School has about 26 applicants for every general category seat in the first three days, compared to 33 during last year’s admission season.
In Ahlcon International School, the competition for EWS seats was more intense than that for the general category seats. With almost an equal number of forms being sold in both categories, there are 16 candidates for each EWS seat and five for every seat in the general category.
Sumit Vohra, founder of admissionsnursery.com, said , “People are applying in more schools this year because many children did not get admission in any school last year.”

Minister tells them not to ask parents' education or income
Coming down heavily on schools that are not adhering to the selection criteria specified by the Delhi Government for admissions to nursery class, State Education Minister Arvind Singh Lovely has said that admissions would be cancelled in defaulting schools. “In case schools don't go strictly by selection criteria that we have prescribed, we will take action against them and cancel the admissions to that particular school. Schools are not allowed to sell prospectus or ask parents to buy anything besides the registration form. They are not allowed to make new selection criteria for students besides the one prescribed by the Government and under no circumstances should the income or educational qualification of the parents be asked. There also should be no interview of parents or children,” the Minister said.
Meanwhile the situation remained tense for parents of children due for nursery admissions. Sumit Vohra, who runs a website to help such parents, said: “The pressure on the parents is very high and going by the trend that we have been seeing in the past few years, most parents are applying in several schools across the city as there are very few seats available under the general category.”
“We have also carried out a survey among parents applying for their children's admissions this year. It revealed that 28.1 per cent parents have applied in a maximum of five schools, 19 per cent in 5-10 schools, 25 per cent in 10-15 schools, 18 per cent in 15-20 schools and 7.8 per cent in over 20 schools. This dip stick survey is to highlight the fact that the Delhi Government is not doing anything to help ease the pressure on parents. Unless the child falls into a particular category of economically weaker section, alumni, sibling, management/staff quota, there is little hope for him to get admission into one of the popular schools in the general quota,” said Mr. Vohra.

New Delhi: There is still a month to go before parents go throughthe nursery admission grind. The sale of nursery forms in different schools will now begin from January 1 insteadof December 15 aswasthe caselast year.Thedirectorateof education has sought suggestions from various schools by Thursday. Following this, the new guidelines for nursery admissions may be released by early nextweek. Since the right to education hastobeimplementedfrom the session,theschoolscan nolonger screen candidates for admission till class VIII. Though the DoE hasn’t confirmed anything yet, schools expect to admit students through a draw of lotsthistime.RPMullick, president, Federation of Schools — an association of morethan 300 schools in the city — said, ‘‘We are in the process of framing our suggestions. We plan to have different categories like neighbourhood, sibling, alumni and even management to carry out the draw of lots. The schools will be free to decide on these categories, though the DoEwillhavetobeinformed.’’ He added, ‘‘For categories where the number of seats are morethan the number of applications, admission will be direct. For others, there will be a drawof lots.Wehavetosortout the issue of having a category for managementseats.’’ Various schools have already met the state education minister Arvinder Singh to expedite the process. The minister is nowwaiting for theinputs from schools before finalizing the guidelines for admission. ‘‘I met the heads of different publicschoolson Mondayfollowing which it was unanimously decidedthat admission procedure for nursery would begin from January 1. Schools have been asked to give their suggestions on admission criteria by Thursday. The suggestions will be placedbeforecabinettofinalize the new guidelines,’’said Singh. Schools say it may not affect the entire schedule as the new session has to begin only in April. However, many parents are in a fix. Sumit Vohra, who runs admissionsnursery.com — an online forum for parents — said, ‘‘Parents often share that they are feeling stressed because of the indecisiveness about the whole process.’’

Delhi schools are now getting ready for a similar process. While most school authorities in Gurgaon were in favour of the lottery system, headsof schoolsfrom Delhiweredividedin their opinion. Principal of DPS, Gurgaon, Aditi Misra,talked abouttheexperienceof using the lottery system. According to her, as one does not have any alternative, this seems like the best option. ‘‘To the extent that random selection criteria is needed to enforce theRTEAct,itis a fair process.Thoughthe process was completed smoothly, it is more important to create more schools if RTE has to be truly implemented. There is a huge gap between the number of students we can accommodate and the number of applicationswe get,’’saidMisra. Even parents can discern the imbalancebetween demand andsupply.‘‘Thereis a dearth of good public schools. Though I applied in three schools, my son didn’t makeitto any despitethelottery system. Plain unlucky, I should say,’’ said PuneetArora. While maintaining government guidelines for schools have been in line with the random selection process without any discriminatory, education minister, Arvinder Singh, has now asked for suggestions from public schools for criteria of admission. Principal of Ahlcon International School, Mayur Vihar, Ashok Pandey, said, ‘‘The MHRD has taken a call that there should be no screening on discriminatory criteria and selection should be on random basis. But on the same note it said that alumni, siblings, neighbourhood and girl child could be given consideration. These arethe present guidelinesfor Delhischools. So, why are we unnecessarily creating confusion for schools and parents and delaying the process?’’

Admission Criteria for Pre-School class:
Neighbourhood Criteria:
The school shall first segregate the applications having residence within the first neighbourhood range of 0-1 KM
Out of the total applications from the neighbourhood range of 0-1 KM, admission shall be given to sibling category first.
If the applications of sibling category, in neighbourhood range of 0-1 km are in excess of the seats of General Category, the draw of lots of all sibling applications (which have residence within 1 km), shall be conducted to admit the students against the number of available seats.
If the applications of sibling category within 0-1 km are less than the seats of General Category and if seats still remain vacant after exhausting sibling applications, the students shall be admitted the on the basis of draw of lots from the remaining applications received under the neighborhood range of 0-1 km.
In case the total applications of 0-1 km is less than the number of seats of General Category, and vacancies still remain unfilled after exhausting the applications from the distance range of 0-1 km, the applications from the second distance range of neighbourhood of 1-3 kms shall be considered in the above manner.
If vacancies still remain unfilled after exhausting the applications from the distance range of 1-3 kms, the applications from the third distance range of neighbourhood of 3-6 kms shall be considered in the above manner.
Students residing beyond 6 kms shall be admitted only in case vacancies remain unfilled even after considering all the students within 6 kms after following the procedure as mentioned above.

- Submit printout of successfully generated registration receipt alongwith DD/Pay order at school gate by January 31, 2017. No other document need to be submitted alongwith the receipt.
- Last date for submission of receipt is January 31, 2017. Your application will not be processed if it is not received by January 31, 2017

- The registration link for Pre-School admission 2018-19 will open on school website from December 27, 2017 to January 17, 2018
- Non-Refundable Registration Fee: Please make DD/Pay order of Rs. 25/- towards registration fee in favour of "BGSIPS". Postal order from Indian Post Office is not aceptable
- Submit printout of successfully generated registration receipt, distance proof and DD/Pay order at school gate by January 17, 2018. No other document need to be submitted.
- Last date for submission of receipt is January 17, 2018. Your application will not be processed if it is not received by January 17, 2018
- Please mention Registration Number, Ward's Name, Father's Name, Mobile Number on the back side of DD/Pay Order submitted
- School will not be responsible if your application is received after the due date by post
- Incomplete and Incorrect applications will be rejected
- Do not submit registration receipt more than once it may lead to cancellation of your registration
- Admission will be granted only subject to verification of documents. First List of provisionally selected candidate alongwith first waiting list will be put up on school website on February 15, 2018
Refund of fee in case of cancellation / withdrawal of admission:-Fee shall be refunded as per following norms of Directorate of Education:
Immediately after depositing the fees: Except Registration fee, entire fee shall be refunded

It doesn’t get bigger than this, in size, scale and rigour — scientists from one of India’s top cancer institutes tracked 11,000 schoolchildren in Delhi for three years. They were drawn from 36 schools, each within 3 km of a pollution-tracking station.
This unprecedented study, by the Kolkata-based Chittaranjan National Cancer Institute (CNCI), found that key indicators of respiratory health, lung function to palpitation, vision to blood pressure, children in Delhi, between four and 17 years of age, were worse off than their counterparts elsewhere — the figures were twice to four times as bad.

The conclusion was chilling: “It is… unlikely that the deficits in lung function at the age of 17 years that has been found in a large number of schoolchildren of Delhi will be reversed as they complete the transition into adulthood.”
In other words, just under half of the children studied — there are 44 lakh schoolchildren in the capital — are growing up into adults with irreversible lung damage.
And yet no one woke up. An investigation by The Indian Express has found that the study gathered dust for two years since it was submitted to the Central Pollution Control Board (CPCB), which ironically had commissioned it. The study was handed over in 2010, the very year RSPM (the killer dust in the air, respirable suspended particulate matter) was zooming to record levels.

Even the schools that were surveyed or parents of the children studied weren’t told about the findings because no one passed on the results. Or the recommendations which included radical steps such as moving schools off arterial roads.
For the scientists who did that study, nothing could have been more frustrating.
Starting 2002, they visited school after school in Delhi, often taking the Rajdhani Express all the way back to their institute in Kolkata with blood samples for testing. Its startling findings: ♦ In lung tests conducted on 5,718 students, 43.5% suffered from “poor or restrictive lungs”. ♦ About 15% of the children surveyed complained of frequent eye irritation, 27.4% of frequent headache, 11.2% of nausea, 7.2% of palpitation and 12.9% of fatigue. ♦ Delhi’s numbers were far higher than that among the ‘control group’ of 4,536 students selected from 17 schools spread across the “much less polluted” rural areas of Uttaranchal and West Bengal.

Kept in the dark about these facts, the schools surveyed in Delhi now want the government to “formulate an appropriate policy” to save their students. Even representatives from schools that were not part of that survey say they are now “extremely concerned” about how air pollution is affecting the health of their students.
‘Nobody from govt contacted us’
Dr Manas Ranjan Ray, the principal co-investigator of the study, said that the survey of schoolchildren was one of the two studies they had conducted in that period across different groups in Delhi — the other was on 6,000 adults that found 33.2% prevalence of symptoms indicating respiratory ailments.
While there have been a number of studies on the impact of air pollution on adults in Delhi —- as this newspaper reported on Tuesday —- the one on schoolchildren was the first of this magnitude that focused solely on this segment.
“We gave specific recommendations on when children should go out and play, in what periods schools should conduct outdoor activities, what medical checks students should be subjected to and where schools should be constructed to avoid vehicular air pollution. Absolutely nothing was followed up on. Nobody from the government ever contacted us,” Dr Ray told The Indian Express.
“We were never invited to any meetings related to policy reforms after we submitted the final report,” added Dr Ray.
The CNCI is a regional cancer institute governed jointly by the Union Health Ministry and West Bengal’s Department of Health. Dr Ray retired from the institute last year as assistant director in charge of research and head of its experimental hematology and neuroendocrinology wing.
“We made some practical and pointed recommendations, short and long term, after critically evaluating our findings vis-a-vis international studies. We hoped that even partial implementation of these proposals would improve the situation. Unfortunately, we are in complete darkness about the fate of these recommendations as nobody from the CPCB felt it necessary to contact us in the matter,” said Dr Ray. He added that the report “came in the public domain after two years of submission to CPCB”.
“We heard that the report was sent to Indian Council for Medical Research (ICMR) and elsewhere for peer review. Usually, such reviews are done by the scientists who have done similar work and are recognised as authorities in the field based on their publications. The CPCB ultimately found some experts who took their own time. After a year or two, the experts made the comment that it was a good study. It was only then that the authority was convinced that the study was indeed not so bad, and decided to make it public without any editing,” Dr Ray said.
When contacted, CPCB member secretary, A B Akolkar, confirmed that the “study was commissioned and published by CPCB”. “After field work, publication takes natural time. CPCB has brought out several reports in this period,” he said.
Said Dr B Sengupta, who was the CPCB chairperson from 1998-2008 when the study was commissioned and conducted: “The government took the decision to get the study vetted by ICMR under the Ministry of Health before publishing it. It was due to this that the publication was delayed. But we always anticipated this; that pollutants have such an impact on health was always expected.”
Schools surveyed have no clue
The CPCB may have known it all along but officials from Ground Zero —- the 36 schools that participated in this survey —- said they still have no clue about what the scientists found 10 years ago.
S K Dahiya, principal, Lakshmi Public School, which had the highest number of children (971) participating in the survey, said he “was not with the school at that time”. “But I am sure that the school has not been made aware of any such findings,” he added.
Ajit Kumar, a member of the school’s Parent-Teacher Association, said, “This has never been raised in the school meetings. I don’t think school authorities or parents are aware of these findings.”
The school is located at one of Delhi’s prominent choke points —- the Vikas Marg intersection opposite Karkardooma court —- with work on a new Metro line adding to the pollution.
Of the 36 schools, the CNCI team found that at least six others were on main arterial roads: Kendriya Vidyalaya, East Arjun Nagar; Cambridge School, Srinivaspuri; Guru Harkrishan Public School, Karol Bagh; Bal Bharti Public School, Karol Bagh; DAV Model School, Yusuf Sarai; and DAV School, Pusa Road.
According to Kamalpreet Kaur, principal, Guru Harkrishan Public School, Karol Bagh, from where 335 students participated in the survey: “I joined the school in 2013, since then there has been no intimation from any authority but I will be following up on this. Air pollution is a big problem for students and teachers, we have so many asthmatic students who take leaves in winter months, I think it is time the government formulate an appropriate policy on this.”
L V Sehgal, principal, Bal Bharti Public School, Karol Bagh, from where 449 students participated in the study, confirmed that the findings were not “shared with us”.
A senior teacher from the school, who did not wish to be identified, said, “We had been one of the earliest schools to accept the proposal of the study. I remember our teachers helped two scientists who came here get consent letters from parents. We were in touch with the scientists till 2008-09, but after that we do not know when the report came out.”
A staff member from Kendriya Vidyalaya, East Arjun Nagar, from where 730 students participated in the study, said that the principal at the time had moved on. But he added, “The scientists spent almost a month here collecting samples, and interacting with students and parents in around 2005-06. But the results never came to the principal’s office.”
Now, even those who were not part of the survey are worried. Ameeta Wattal, principal, Springdales School, Pusa Road, said they set up an air pollution monitoring station at the school four years ago to “inculcate an awareness among children”.
Some of Delhi’s leading schools that were not part of the CNCI study say their students are suffering too:
“Our school is located in front of an intersection where there has always been very high traffic concentration. It is a problem we cannot ignore so we installed an air monitoring station at our school about four years ago. Children are encouraged to analyse trends, and check air quality, and we have been trying to inculcate an awareness among them about air pollution.”

A year later, another warning
It’s not just the CNCI study that has red-flagged this danger: in 2013, a year after their report was published, the World Allergy Organisation Journal reported high respiratory disorder symptoms among students living in Chandni Chowk (66%) in North Delhi, Mayapuri (59%) in West Delhi and Sarojini Nagar (46%) in South Delhi.
Meanwhile, what’s the govt doing?
On January 7, the Supreme Court-nominated Environment Pollution Control Authority (EPCA), along with Centre for Science and Environment, suggested various measures to control air pollution in Delhi, including the closure of schools on ‘red alert’ days when pollution levels cross a specified limit.
But the government, in a joint affidavit by the ministries of environment, road transport and petroleum, responded: “With regard to closing of schools on red alert days, it is respectfully submitted that exposure of schoolgoing children to higher level of pollution occurs only for limited period, during travel. Moreover, most of the schools are closed for winter break.”
