Pre-School & Pre-Primary Classes
For admission in Pre school and Pre Primary, the Directorate of Education, GNCT of Delhi vide its order dated 24/11/2007 and in accordance with the provisions of section 16(1) of DSEAR, 1973 the minimum age limit for admission in Pre school and Pre Primary as on 31 March, of the year in which the admission is being sought is as follows:

Admission shall first be offered to the students residing within 1 km of the school.
In case of vacancy remains unfilled, students residing within 1 – 3 kms of the school shall be admitted.
If there are still vacancies, then the admission shall be offered to other students residing within 3 – 6 kms of the school.
Students residing beyond 6 kms shall be admitted only in case vacancies remain unfilled even after considering all the students within 6 kms area.

pplicants' confusion. "There will be a delay now, right," asked Hemant Agarwal who's seeking admission for his son in west Delhi schools. Once an admission matter reaches court, parents fear delays. "Most parents are confused. They had applied in the old format-with the original seat distribution and criteria. After the government order came, they were wondering if they'd have to reapply. Now, they will panic," said Agarwal. While cancelling the criteria, the government had argued that it will neither impact the admission process nor invalidate forms already submitted. Schools in any case accept far more applications than they have seats and the matter will come up only at the time of tallying points and draw-there is still time for those. Most parents would've selected their schools on the basis of distance first. Agarwal would've benefited from the first-child point -a criterion the government had 'cancelled'-but he didn't have those points in mind while shortlisting the schools. Though parents fear delay, School authorities assure they intend to stick to the schedule and that the to-and-fro over management quota will not change anything. "We knew from the start that the matter was in court. No application will be disqualified because of this," said Tania Joshi, principal, The Indian School. "The schedule hasn't been disturbed," added Ashok Pandey, principal, Ahlcon International School and chairperson, National Progressive Schools Conference. "The application process will continue till January 22 and the process of allocating and tallying points will happen only after that." As for the criteria, some changes may be retained. S K Bhattacharya, president, Action Committee for Unaided Recognised Private Schools, had advised schools, which "adopted criteria that aren't transparent or are arbitrary", to change them. "We don't support criteria such as qualification of parents, for instance. Those should be changed," he said. "But what about the schools that had changed their online notices," asked Sumit Vohra of admissionsnursery.com.
For Himant Singhal, seeking admission for his daughter in Paschim Vihar, the order is irrelevant, as more than half the schools he tried to apply to rejected his application. Singhal stays on rent and this year, the registered rent agreement does not feature in the list of documents acceptable as a proof of residence. "Most people will not have a rental address on other documents as they rarely stay in one place for over two to three years. They are forced to move as the rent increases by about 10% every year," explains Singhal. Agarwal has written dozens of mails to various officials and schools on the subject, but to no avail.…

are now blaming the school authorities for violation of rules.
Though the guidelines issued by the Directorate of Education (DoE), Delhi, were believed to be providing some relief, parents feel this year's nursery admission will be chaotic and full of controversies.
Parents and experts allege that taking advantage of the leverages given by the DoE guidelines, schools across the city are trying their best to make some good money. Parents allege that some schools are asking for huge sums to book their child's seat while others are profiling their education and income, openly violating the Right To Education (RTE) Act.
R P Mallik, chairman of the Federation of Public Schools in Delhi, acknowledges the violations by schools but says no action can be taken as there is no solid proof. "We have been hearing about such violations, but have not received a single written complaint, how can we take any action?
"I know parents are not coming forward fearing that their child's education will be at stake. But, I would like to tell them that their children will not get a raw deal, if they chose to bring the corruption into our notice," he assured.
Manish Kumar, a resident of Paschim Vihar, claimed that a reputed school in his locality called him up on phone to demand huge money to ensure his son's admission. "I got a call on Friday saying that I need to pay an amount of Rs 45,000 by 19th of this month," Kumar told PTI.
"They clearly told me that my son's admission depended on the payment, which was non-refundable."
Sharing a similar experience, Harprit Singh from New Rajendra Nagar, said a school in Patel Nagar asked him to deposit a demand draft of Rs 45,000 to reserve a seat for his child. "First, they confirmed us that our child has been selected for admission before the results were out on January 15. Then they asked for such an hefty amount to reserve the seat."
Sumit Vohra, who runs admissionsnursery.com, an online forum of parents, said many schools in the city have been asking parents to pay huge sums to ensure their child's admission.
"Many parents have informed us about such activities by schools. It's very unfortunate and seems to be an easy way of making money," he said. Ashok Agarwal, founder of NGO Social Jurist, concurred, saying, "It's like looting in broad day light."
A reputed school in Vasant Vihar has made it clear on its website that parents need to pay the total fee amount "in cash" at the time of their wards' admission. Also, it mentioned in bold letters that "fee once paid will not be refunded".
As per DoE norms, schools have to return the fee within 30 days after deducting the registration fee (Rs 200) and one month's tuition fee.
"How can they (the schools) break the DoE rules so openly? Why no action has not been taken on such a blatant violation, which involves a lot of money," Vohra asked. Parents also allege that the points systems devised by some schools are very vague and illogical.
There were also allegations that schools are screening children by calling them to the institution and secretly observing their activities. Similarly, profiling of parents' education and income -- which is also banned under RTE Act -- is being done by many schools.
Another issue that pinches the parents the most the is compulsory sale of school prospectus, which range between Rs 300 to Rs 500. As per the rules, it's up to parents whether they want to buy prospectus or not.
Agarwal blames the DoE guidelines for these violations and illegal methods adopted by schools. "When you allow schools to do whatever they like, such violations are bound to happen," he pointed out.
In its guidelines, the DoE has allowed schools to frame their own admission policy based on just and rational means -- a leverage which has been criticised widely by experts and parents bodies.…

ADMISSION
A child who has attained the age of 3 years as on March 31 of the relevant year is admitted to class Pre-School, 4 years for Pre-Primary, 5 years for class-I as per the rules, regulations and criteria displayed at the school notice board at the start of the admission procedure of that particular academic session. The application for admission must be accompanied by a birth certificate issued by the appropriate Municipal Authority and a vaild residence proof ( Aadhar Card / Voter ID Card / Passport / Driving License / Electricity Bill / Ration Card )
