Supreme Court seeking a stay on nursery admissions guidelines issued by Delhi Lieutenant Governor Najeeb Jung.
However, nursery admissions began on Tuesday as per the notification of Directorate of Education, even as some parents said they have been caught unawares.
“ We have filed a petition today ( Tuesday) in the Supreme Court, and tomorrow our lawyer will mention the case in the court, seeking an urgent hearing,” said S. K. Bhattacharya, Chairman, Action Committee of Unaided Recognised Private Schools.
Bhattacharya added that the case is expected to come for hearing on Friday.
The December 18 guidelines issued by LG Jung had made some sweeping changes to the previous guidelines that were operational for the last seven years. The new guidelines have increased weightage to ‘ neighbourhood’ criterion and have scrapped the 20 per cent ‘ management quota.’ Meanwhile, confusion prevailed among parents and schools on the first day of nursery admissions, as many among them were unaware that admissions process has begun on Tuesday.
“ I was expecting some relief will be given to parents by the HC. I was expecting admissions will start in few days and I have not even collected all the documents.
It is only now that I came to school to take the form,” said Rohit Chabra, who reached Salwan Public School in Rajinder Nagar around 3pm.
While few parents said they were having difficulty in filling the online admissions forms, some school authorities said they were ready to help. “ We have started our admission process from today as we have to follow the rules.
There was a lot of confusion as the notification from Directorate of Education came late and we had to do a lot of preparations. Any parent who finds it difficult to fill the online forms can come to school for assistance,” said Rekha Krishnan, principal, Vasant Valley School.
Despite cold weather and rain, parents queued up to collect forms, even though some of them knew that their wards do not fulfil the ‘ neighbourhood’ criterion of Jung’s guidelines. “ I have no option but to try my luck. There are no good schools near my residence.
So, I am trying at all the schools even if they are beyond 8 kilometres. The schools are also helpless as they have no authority to consider my case,” said Shalini who lives in Chattarpur.
At many schools, parents had to return empty handed as forms were not being given over the counter and were only available online. Schools that are also selling forms over the counter include DAV Public School; Saint Giri; Glory Public School; Tagore International, East of Kailash; Ryan International, Vasant Kunj; Ahlcon Public School and ASN School in Mayur Vihar.
The last date for submission of applications to schools is February 5.
Admissions will close on March 31, according to a Directorate of Education notification. The date for the first list of selected candidates is February 28.

hildren in nursery classes, and living in rented accommodation, are having a tough time to prove to the schools that that they are residents of Delhi. Several schools have declined to accept Aadhar cards or even voter-IDs as evidence of residence. Most of these parents, who have applied in 10-11 schools that come in the radius of 0-8 km, have had their applications rejected for not having "adequate" address proof.
Despite the guidelines issued by the Directorate of Education (DoE), which allows these documents as valid proof, city schools insist on specific proof only such as passports. The last date of submission of applications for the admission process is 5 February. According to the new guidelines, admissions will continue on the 100-point basis and children living within an eight-km radius will be included in the criteria of "neighbourhood", carrying 70 points.
According to parents, a number of reputed schools including Tagore International, Springdales, St Columbus, Mt Carmel Convent and Sardar Patel Vidyalaya refuse to accept documentary proof listed as valid by the DoE.
Achit Gupta, who works with a public-sector bank and has been transferred to Delhi a few months ago, has been struggling for his three-year-old son's admission to nursery class. He is living in a rented house in west Delhi and has applied for a new MTNL connection, which can be given as an address proof. "I have applied to a number of schools in west Delhi zone, but they turn down rent agreements registered in court or bank statements issued by a government bank as address proof. I even got a letter signed by my employer to support my claim that I live here, but that too has been turned down. My passport was issued while I was living in Punjab and therefore cannot be submitted as proof of residence in Delhi. That is why I have applied for an MTNL connection," said Gupta.
Sajjad Ahmed, another parent residing in Gautam Nagar in south Delhi said, "I have applied to 11 schools for my ward's admission and five schools have not considered the application citing lack of one or the other proof. Tagore International School, Vasant Vihar demands ration card and passport and if one furnishes a voter-ID card, then it should have been issued at least a year ago. My voter-ID was issued four months ago and now I learn my Aadhar card too is invalid for the process."
"As per the admission information provided by Springdales School, either passport or voter I-card is to be submitted as proof of residence. Why will not they accept water and electricity bills as listed by the Delhi government?" he asked.
However, the schools refuse to agree on the issue.
Ameeta Mulla Wattal, principal, Springdales School, Pusa Road and chairperson of National Public Schools' Conference (NPSC), said, "We accept all documents as provided under the DoE guidelines. If parents encounter problems, they should lodge a complaint with the concerned school."
Sumit Vohra who runs a portal for parents, www.admissionsnursery.com, said, "Schools are not happy with the guidelines issued by the Delhi government, as they curtail their freedom to formulate their own admission criteria. The problem of residence proof for parents living in rented accommodation has been there since last year. However, we have sent a complaint letter in this regard to both the DoE and Delhi Education Minister, asking for their immediate intervention."
Delhi Education Minister Manish Sisodia was not available for comments.

in in many schools in December and January, parents are looking across a wide variety of schools in Delhi to find that perfect fit for their child's needs.
Choosing a school, of course, is one of the most important decisions parents will make for their child. Keeping this in mind, Hindustan Times, along with knowledge partner C fore, has attemptedto provide an evaluation of schools in Delhi, based on various parameters - sports, academics, infrastructure, individual attention to students, value-based education etc.
For this purpose, the 2011 HT-C fore Top School survey split Delhi into six zones - Central, East, West, North, South-East and South-West.
Familiar names such as The Shriram School, Vasant Vihar; Delhi Public School, RK Puram; Modern School, Barakhamba road make it to the top 10 in their respective zones, as one would expect. This year's results also threw up some new names compared to the 2010 survey- more so in some zones than others.
For example, the top 10 list of schools in West Delhi saw Mira Model school, Janakpuri and NK Bagrodia school, Dwarka dropping out of the top 10. Taking their place in the top 10 are Indraprastha International school, Dwarka and NC Jindal school, West Punjabi Bagh.
Similarly, in the South-West zone, Air Force Golden Jubilee, Subroto Park and Ryan International School, Vasant Kunj have faced the cull from the top 10, with St. Mary's School, Safdarjung enclave making it in the list for the first time. In the South-East zone, KR Mangalam is out, with Tagore International School, East of Kailash gaining a top 10 slot.
With a disparate choice of schools, parents look for a good academic record, excellent infrastructure, trained teachers- as well as a good brand. How important is the latter in picking a school today?
Brand conscious Brand may not be the only factor in determining a parent's choice of school, but it certainly plays a part. It is a reality that schools recognise. Names such as DPS, Modern, Salwan, with their proven systems of education, have an additional value in the minds of parents.
And they are conscious of this value when they pay. "If you want the parents to put their child, and their trust, in your school, you must have a good brand," said Kiran Mehta,principal, Salwan Public School, Mayur Vihar Phase III.
Getting a brand name is not easy, and schools that acquire a brand name recognise that it comes with its trappings. Maintaining the standards- attention to students, activities, infrastructure - are all a constant endeavour of these schools.
"To reach the top is easy, to stay there is very difficult" said M.I Hussain, principal, DPS Mathura Road. "There is no blind following. Schools must deliver quality, value, worth."
Students agree. "It is a matter of prestige for us, studying in a DPS. The school sets certain high standards. I would say that being a Dipsite gives us an edge, in caps lock!" said Iqra Meraj, a student at DPS Mathura Road.
Race for 100% In the dog-eat-dog world of college admissions, the past year saw cut-offs bordering on the ridiculous. Parents' concern for the future of their children translates into undue pressure on them during exam time. How are schools preparing their students for a world where good academic achievement may yet result in disappointment?
"We are concerned about this trend. Children get disillusioned despite good performances. It is leading to the trend of studying at foreign universities," said Sunita Tanwar, principal, DPS Dwarka.
Schools, for one, are helping their students think of the diverse options they have and are training them to pursue them as careers.
The pressure for marks has reduced with the introduction of the grading system in Class 10, but this needs to be forward integrated with class 12 and university admissions.
"Everybody can't be in IIT or AIIMS, and we train them that way. Knowledge and learning is more important," said Mehta. "The focus is on good all-round performance, so that students have a wide scope to choose from after Class 12," she added.

While schools like Gyan Bharti School, Bluebells School and Birla Vidya Niketan (all in Saket) also conducted draw of lots on Monday, many like Tagore International School, Vasant Vihar, are expected to do so in a couple of days.

But even as some schools started classes this week, others like Ahlcon Public School, Mayur Vihar, and Sanskriti School will only begin the session from July. “With little less than five days left for the school to shut for vacations, it doesn’t make sense to start classes now. Nursery classes will only commence from July 1,” R K Sharma, Principal, Ahlcon Public School, said.
Principals, however, ruled out the possibility of refunding the fees paid by parents for the April-June quarter, in which classes were not conducted. “We were not able to start classes because of the various stays put on the order. It wasn’t the fault of schools, so we don’t see why we should be refunding any money,” Abha Sehgal, Principal, Sanskriti School, said.
But parents are not pleased. “It is not fair. Since no classes were conducted in the month of April, schools should at least consider refunding fee for the month or adjusting it. Not many are ready to do it. The Directorate of Education should consider passing an order in this regard,” a parent said.
“Many parents are questioning the fairness of schools charging fees for the duration no classes were held. Some of them are not happy. But most are relieved that their children are at least in a school and that the struggle is over, never mind the additional cost,” Sumit Vohra, founder, admissions nursery.com, a parent portal, said.
True. For the last few months, Sheeba Adil had been running from pillar to post to get her daughter admitted into a good school. She tried her best to keep up with the many court orders and notifications announced by the Education department during this time, always on tenterhooks.
Monday, thus, spelled relief for the young mother as her daughter, finally, spent her first day at school. “We are absolutely jubilant. We have been waiting for this moment for months,” she said.
